Village of Wonder Lake Committee of the Whole met March 21.

Here is the minutes provided by the Committee:

Meeting called to order at 7:18 pm

Roll Call Present: Topf, McIntosh, Gay, Learman, Naatz, Palys, Reinhard, Windler

Absent: Anderson

A quorum was established with 5 Trustees

Attorney Not Present

Public Comment: None

Department Updates

Engineering – Steve Zehner, Robinson Engineering – Not Present – Nothing at this time

Public Works – Chuck Bissell – Present

 Drainage Problem – working on it, trench has been dug, will put in pipe and cover

 Snow – preparing for possible event coming

Police - Chief Crilly – Present

 Technical Issues – retrieving date from County

General Affairs – Trustee Reinhard – Present – Hand Out March 2018

 Softball and Soccer Registration – 35 players for Softball, 65 Players for Soccer; Trustee Palys asked if the East Side Park Land could possibly be used as soccer practice fields

 Park Director – considering Bill Reinhard for the position, he has children in both programs

 Tennis Court – build up east wall to stabilize the hillside; possible striping for Pickleball

 Four-Wheeler – tune up and repair then up for sale

 Woods Creek Park Vandalism – met with Police Chief Crilly about the four-wheeler trails on the District 200 land and the 25 ft galvanized pipe removed from the backstop and bent to 30 degrees in attempt to further damage the backstop

Financial – Trustee Naatz – Present

 Budgets – no departments are asking for more money; sent Village Attorney Curran the RFT for water facilities for review

E.S.D.A. Health - Trustee Palys – Present – Nothing at this time

Planning and Zoning Commission – Chairperson Cavanaugh – Not Present – Report by Village President Topf

 Short-Term Rentals – sent recommendation to Village Attorney Curran for legal review

 Meadows of West Bay – Duplex being built by Habitat for Humanity, construction based on Village

Ordinances but not on the MOWB Elevations so working to fix some items on this building; Village Attorney

Curran indicated that if the Board considers an Impact Fee reduction may set a precedent for all future

building at MOWB, the Board discussed how the impact fees pay for services and not to make a profit

Communications / Public Relations – Trustee Windler – Present

 Spring Newsletter – will include information on Spring Leaf Pick-up and Village Garage Sale Dates

Sewer and Water – Trustee Anderson – Not Present

 Village President Topf informed the Board the Trustee Anderson is in the Hospital

Old Business:

 Meeting Room Layout – quote to move everything is $350; Trustee Learman asked how new layout will affect audience seating

New Business: None

Motion to Adjourn the Committee of the Whole Meeting

Motion by: Trustee Learman

Second by: Trustee Naatz

Voice Vote Ayes: Learman, Naatz, Palys, Reinhard, Windler

Nays: None

Abstain: None

Absent: Anderson

Motion carries with 5 Trustees
