Village of Cary Village Board of Trustees met April 3.

Here is the minutes provided by the Board:

I.Call to Order

This meeting was called to order at 6:00 p.m. by Mayor Kownick.

II.Roll Call

Present: Mayor Kownick and Trustees Covelli, Weinhammer, Betz, Kraus and Cosler

Absent: Trustee McAlpine

Others present included Village Administrator Rife, Community Development Director Simmons, Police Chief Finlon, Public Works Director Morimoto, Management Analyst Sage, Finance Director DuCharme, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum

There being no comments from the public, Mayor Kownick closed Open Forum at 6:01 p.m.

V. Mayor's Report

Mayor Kownick recognized Matt Anderson, Public Works Department, on his 1-year employment anniversary.

Mayor Kownick recognized Chad Fetzer, Police Department, on his 15-year employment anniversary.

Mayor Kownick recognized Jeff Eichhorn, Police Department, on his 15-year employment anniversary.

Trustee Betz read a proclamation designating April 3, 2018 as National Service Recognition Day.

Trustee Kraus read a proclamation designating April 8-14, 2018 as National Public Safety Telecommunicators Week.

Trustee Weinhammer read a proclamation designating April 22, 2018 as Earth Day.

Mayor Kownick read a proclamation designating April 27, 2018 as Arbor Day.

Cary Grove High School Student Danny Brezina read a proclamation designating April as National Autism Awareness Month.

VII. Consent Agenda

1. Consider for Approval the Warrant Dated April 3, 2018

2. Consider for Approval Minutes of the March 20, 2018 Village Board Meeting

3. Consider for Approval Minutes of the March 20, 2018 Committee of the Whole Meeting

4. Consider for Approval a Resolution Authorizing the Village Administrator to Execute a One Year Extension of the Janitorial Services Contract for the Period from May 1, 2018 through April 30, 2019, with One (1) Optional One Year Extension Remaining, to Perfect Cleaning Service Inc., Chicago, Illinois, in the Amount of $24,460.00 (R18-04-01)

5. Consider for Approval a Resolution Authorizing the Village Administrator to Execute the First of Two (2) Optional One Year Extensions at the Same Contract Prices with H&H Electric Company, Franklin Park, Illinois, for Traffic Signal Maintenance Services (R18-04-02)

Motion: Trustee Kraus moved, seconded by Trustee Cosler to approve Consent Agenda Items #1 and #4 - #5.

Ayes: Betz, Cosler, Covelli, Kraus, Weinhammer

Nays: None

Abstain: None

Motion Carried

VIII. Items for Separate Action

1. Consider for Approval Minutes of the March 20, 2018 Village Board Meeting (Consent Item #2)

Motion: Trustee Kraus moved, seconded by Trustee Betz to approve the Minutes of the March 20, 2018 Village Board Meeting. (Consent Item #2)

Discussion-

None.

Ayes: Covelli, Betz, Cosler, Kraus

Nays:None

Abstain: Weinhammer

Motion Carried

2. Consider for Approval the Minutes of the March 20, 2018 Committee of the Whole Meeting (Consent Item #3)

Motion: Trustee Cosler moved, seconded by Trustee Kraus to approve the Minutes of the March

20, 2018 Committee of the Whole Meeting. (Consent Item #3)

Discussion-

None.

Ayes: Betz, Covelli, Kraus, Cosler

Nays: None

Abstain: Weinhammer

Motion Carried

3. Consider for Approval the Village of Cary Annual Operating and Capital Budget for Fiscal Year May 1, 2018 to April 30, 2019

Motion: Trustee Kraus moved, seconded by Trustee Covelli to approve the Village of Cary Annual Operating and Capital Budget for Fiscal Year May 1, 2018 to April 30, 2019.

Discussion-

Finance Director DuCharme provided an overview of the Village of Cary Annual Operating and Capital Budget for Fiscal Year May 1, 2018 to April 30, 2019, that had been discussed by the Village Board at previous meetings.

Ayes: Weinhammer, Betz, Covelli, Kraus, Cosler

Nays: None

Abstain: None

Motion Carried

4. Consider for Approval a Resolution Adopting the Village of Cary 2018-2023 Capital Improvement Plan (R18-04-03)

Motion: Trustee Covelli moved, seconded by Trustee Betz to approve a Resolution Adopting the Village of Cary 2018-2023 Capital Improvement Plan. (R18-04-03)

Discussion-

Village Administrator Rife provided an overview of the Village of Cary 2018-2023 Capital Improvement Plan that had been discussed by the Village Board at previous meetings.

Ayes: Weinhammer, Betz, Covelli, Kraus, Cosler

Nays: None

Abstain: None

Motion Carried

IX. Administrator's Report

Administrator Rife stated there will be a Special Village Board meeting regarding the Metra IGA and engagement letter.

X. Department Head Reports

Director Morimoto stated utility relocation activities have begun for the Metra Commuter Station Project.

XI. Future Agenda Items and Discussion by Village Board

Trustee Weinhammer stated she would like to discuss the Village's Solicitor Ordinance. Mayor Kownick stated this will be discussed at the April 17th Committee of the Whole meeting.

Trustee Covelli stated she would like to discuss special events applications along with Police and Public Works overtime costs.

Mayor Kownick stated an economic development meeting will be scheduled to receive feedback from brokers.

XII. Adjourn

There being no further items to discuss, a Motion was made to adjourn the meeting at 6:26 p.m.

Second: Trustee Cosler

The Voice Vote noted all ayes and the motion carried.
