Village of Richmond Community Development Committee met April 17.

Here is the minutes provided by the Committee:

Trustee Robert Elliott at 5:30 PM.

Present: Trustees: Robert Elliott and Frank Peiler.

Members Absent: Chair/Trustee David Nelson.

Others Village Officials/Staff Present: None.

Approval of Minutes: The committee reviewed the Special Community Development Committee minutes for February 14, 2018.

Trustee Peiler moved, seconded by Trustee Elliott to approve the Special Community Development Committee minutes for February 14, 2018 as presented. The motion was approved by voice vote.

Unfinished Business: None.

Public Comments: None

New Business: The committee reviewed the Exterior Appearance paperwork submitted by Richmond Brathaus. The owners requested the installation of a railing in the middle of the Rte. 12 sidewalk and replacement of the historical windows on the Rte. 12 side of the building with multi-panel retractable windows. The committee members explained to the owner that any permanent/temporary seating or railing place on the Rte. 12 sidewalk is in the IDOT right-ofway and the State has the right to remove those items. Any placement of temporary seating would be at the owner’s risk, which was understood. Trustees Elliott and Peiler were both opposed to the permanent placement of seating or railing on the Rte. 12 sidewalk. The owner rescinded their request to install the railing on the sidewalk. Trustee Elliott was opposed and Trustee Peiler was in favor on the replacement of the historic windows with multi-panel retractable window, which resulted in a tie. The committee members will present their recommendation to the full Board for Approval.

Richmond Night Out/Illinois Bicentennial event was not discuss, due to the Event Coordinator’s absence.

Trustee Elliott reported that Richmond’s Retro Night plans were completed. The event will take place on April 21st at Memorial Hall 7-11 PM.

Trustee Peiler will be photographing the Welcome Sign locations prior to installation.

Adjournment: There being no further business to discuss, Trustee Peiler moved, seconded by Trustee Elliott to adjourn the April 17, 2018 Special Community Development Committee meeting. The motion was approved by voice vote.

Meeting adjourned at 6:50 PM.
