Village of Algonquin Historic Commission met April 11.

Here is the minutes provided by the Commission:

Call to order -Establish Quorum:

Present: Chainnan Jolitz and Men1bers Purn, Hin1es, Lewis, Pawula, and Zange.

Approval of Minutes of Regular Business Meeting of March 14, and Workshop Meetings of March 17, 2018 and March 24, 2018 - March 24 had no Quorum but Member Purn and Chairman Jolitz were present. Moved: Member Zange; Seconded: Member Himes

Voice Vote: All Ayes. Minutes Approved.

Audience Participation -Public Comment:

None

Public Hearing:

Public Hearing for Consideration of a Major Improvement in the Old Town District - Case No. PC18-02, 315 LaFox River Drive, for Re-siding home and new Overhead Garage Door. Petitioner: Patty Jo Thompson

Village Staff Presentation:

Proposed Improvement-

The petitioner is proposing to remove the siding on the home and replace with new double- or triple-4" LP Smartside clapboard siding with a cedar woodgrain texture. Enclosed is a full description from the homeowner as well as spec sheets from the manufacturer. The petitioner is also proposing 6" wide cmner boards and adding a frieze board underneath the roofline to replicate the original molding that was on the home historically.

Staff believes the wood-grain siding that is proposed would be consistent with the size and appearance of the home's existing exterior siding. However, the commission should consider and discuss whether the proposed wider comer boards and addition of the frieze board that are proposed would indeed be appropriate as proposed.

The modifications also potentially include replacement of the overhead door on the home's detached garage, to install a carriage house style door similar to what is depicted in the attached spec sheets the petitioner has provided. Staffs only recommendation for the door is that one of the models which include decorative window inserts be selected, consistent with general village standards that new garage doors have window openings. Staff believes that the proposed siding and garage door improvements are compatible with the appearance of the home and also consistent with the Preservation Code.

Recommendation-

Staff recommends approval of the Certificate of Appropriateness as submitted with the following conditions:

1. The homeowner shall obtain a building permit and comply with all applicable Village of Algonquin Building Code requirements.

2. The commission should consider and discuss whether the proposed wider comer boards and addition of the frieze board that are proposed would be appropriate.

3. A decorative window insert be incorporated above the overhead garage door if space allows.

Commission Discussion:

Chairman Jolitz said 4" siding would be fine because 3-4" siding is standard. The 6 inch comer would be okay because house such as this one had a 4-5 inch comer board and 6" comer board will about the same after it is installed. Originally, the house had a frieze board with a couple inch crown molding. Member Zange asked whether the siding comes pre-finished and whether the old siding would be removed. Petitioner said the siding comes pre-finished and the vinyl siding will be taken off. The original siding is still on and will remain on the house. Chairman J olitz asked whether all the trim remain the same. Petitioner said yes and that she planned eventually to replace windows but that would be in the future but the trim would still stay the same. Members felt the proposed garage door design in "carriage house style" with windows across the top was fine.

Motion:

Motion by Member Lewis, seconded by Member Pum, that the Building Commissioner issue the requested Certificate of Appropriateness for Re-siding home with a frieze board and wider corner board and new Overhead Garage Door at 315 La Fox River Drive. Chairman Jolitz repeated motion, being no further comments or questions, a Roll Call vote was taken- All Ayes.

Old Business:

a. Current Exhibits in Library and Village Hall lobby cases – The commission will create an exhibit for the Library about Baseball in Algonquin in the 1930's. This will be completed during the next workshop.

b. Old Town Main Street Improvements continuing work.

1. Water main break closed River Bottom Ice Cream on 4/10

2. Memory bricks will not be reused in Old Town renovations. Those bricks pulled from bump outs and sidewalk border will be taken to Meyer Drive for those who want them back. Dates for pick up not announced yet.

Approval Of Bills For Payment:

None

New Business:

a. Member Purn would like a donation from the Historic Commission of 5 Hill Climb books for the Lions Club Bean Bag Tou111ament. Last year $9,000 was raised for charity (all proceeds), 1⁄2 went to the Lake in the Hills Food Pantry and 1⁄2 went to a scholarship program. Member Lewis moved to approve and Member Zange seconded. Voice Vote: All Aye

Correspondence, Co.Mments, And Other Business:

a. Ben Mason received a letter from the McHenry County Historical Society stating that as part of Algonquin being a municipal member of the society Algonquin residents will receive free admission to the society museum from 6/26 - 6/29.

b. The owner of the restaurant, Bold American Fare at 8 S. Main St., contacted the village about installing a second story deck but missed the deadline for filing paperwork in time for an April Hearing. He will likely go before the Commission at the May meeting.

Adjournment:

Member Zange moved and Himes seconded, that the meeting be adjourned.

Vote: All Ayes. Meeting adjourned at 8: 10 pm.
