Village of Huntley Historic Preservation Commission met April 17.

Here is the minutes provided by the Commission:

1. Call To Order

Chairperson Donna Britton called to order the regularly scheduled meeting of the Village of Huntley Historic Preservation Commission for Tuesday, April 17, 2018 at 6:00 pm in the Village Board Room, located at 10987 Main Street, Huntley, Illinois 60142. The room is handicap accessible.

2. Roll Call - Attendance

Members Present: Commissioners Keith Mallegni, Gerri Rizzo, Deb Waters, Burt Natkins, Vice Chair Lonni Oldham, and Chairperson Donna Britton

Members Absent: None

Also Present: Director of Development Services Charles Nordman and Planner James Williams

4. 2018 Pride in Preservation Awards

A. Fitzgerald Residence – 12407 West Main Street

Louise Fitzgerald and her family provided an overview of the property’s history including the initial acquisition of the property from the United States Government by Hamilton Stowell in 1839 and Thomas Huntley’s ownership of the farm from 1876 to 1890. Leroy and Louise Fitzgerald purchased the farm from Leroy’s mother, Amelia, in 1967. Leroy’s parents (Michael and Amelia) had purchased the farm property on January 2, 1936.

B. Mraz Residence - 11118 South Church Street

Laura and Kenneth Mraz stated that they purchased the property in 2017 and while performing interior renovations to the residence found that the rear portion of the house appears to have been added in perhaps the 1940s or 1950s.

Chairperson Britton noted that the original structure could have been built in 1897 given that the owner of the neighboring house to the south (11120 South Church Street built in 1893) owned a lumber yard.

5. Approval of Minutes

A. Approval of the March 20, 2018 Historic Preservation Commission Meeting Minutes

A Motion was made to approve the March 20, 2018 Historic Preservation Commission meeting minutes with the following corrections:

Page 4, Line 6, replace “Chairperson Britton” with “Commissioner Mallegni”

Moved: Commissioner Mallegni

Seconded: Commissioner Rizzo

Ayes: Commissioners Mallegni, Natkins, Rizzo, Waters, Vice Chair Oldham and Chairperson Britton

Nays: None

Abstain: None

Motion Carried 6:0:0

6. Old Business

A. Certificate of Appreciation Nominee Properties

Chairperson Britton recalled that Plenty Boutique (11103 S. Church St.) had accepted their Certificate of Appreciation for restoration of their property. Additionally, Chairperson Britton noted that three (3) other properties previously considered for their historic displays included the Drendel’s Corner Mobil (13280 Route 47), Denny’s 10 Restaurant (13240 Route 47) and Advocate Medical Group facility (13900 Quality Drive). Chairperson Britton noted that she had visited the three (3) businesses to familiarize herself with the historic displays.

After a discussion of these perspective nominee properties it was agreed to send a Certificate of Appreciation nomination letter to the owners of Drendel’s Corner Mobil and invite them to receive the award, along with the owners of the Plenty Boutique, at the Farmers Market on Saturday, May 26, 2018 at 12:00 noon.

B. Certified Local Government Re-Application Process

Planner Williams stated that he is currently in the process of updating the Village of Huntley Historic District and 20 Historic Landmarks brochure to include the property at 11120 S. Church Street that the Village Board approved as landmark last Thursday, April 12th to include with the Certified Local Government application.

Vice Chair Oldham noted that she is in the process of compiling a chronology of work, projects and events the Historic Preservation has performed since the Commission’s inception to also include with the Certified Local Government application.

Director Nordman reminded the Historic Preservation Commission that once the Certified Local Government application information is complete, the Village Board will need to formally review and approve its submittal to the Illinois State Historic Preservation Office.

C. Look at Local History Events - May, 2018

Vice Chair Oldham stated that she has arranged for the space at the May 26, 2018 Farmers Market and that the slideshow highlighting the 200th anniversary of Illinois’ statehood and Huntley’s history is about fifty-percent complete.

In addition to the slideshow presentation, Vice Chair Oldham mentioned that there is still consideration for the crafting of a trivia game highlighting Huntley’s history.

Chairperson Britton asked Staff if the Village Board meeting where the Pride in Preservation award-winning properties could be presented had been scheduled. Director Nordman noted that the May Village Board meetings were scheduled for May 10th or may 24th and asked if the Historic Preservation Commission had a preference.

Commissioner Rizzo stated that given that she has making the presentation in the past, it is her preference that the Pride in Preservation presentation and Local History Month proclamation be scheduled for May 10th.

Catty Property – Request for Proposal (RFP) process

Chairperson Britton requested an update on any development regarding the Catty Building property and Director Nordman stated that the request for proposal deadline has been extended to April 30th and that they have had tours of the property on March 13th, April 9th and April 15th.

Chairperson Britton asked for the next steps following the April 30th date if no developer of the property comes forward and Director Nordman stated that he is unsure but that the final decision for the property is the responsibility of the Village Board.

Downtown Mural

Director Nordman stated that the Village Board has decided to not participate at this time in the project to install a mural along the south wall of the building at the northwest corner of Coral and Woodstock Streets.

Historic Designation for the Town Square

Vice Chair Oldham noted that the previous prepared application for the landmarking of the Town Square needs to be updated, and once she completes the update of the application she will forward the revised landmark application information to the Development Services Department staff.

Director Nordman noted that the Village Board’s approval of the landmark application is required and suggested the Historic Preservation Commission provide Staff with a letter to the Village Board that requests the downtown square be considered for landmark status.

Downtown Business - Window Wraps

Commissioner Waters recalled the information that she had received from Sign-A-Rama in Carpentersville involving digitizing the Village’s logo, creating the “Living With History” artwork and deciding on the desired size of the window cling.

At 8:07 p.m., A Motion was made by Commissioner Rizzo to adjourn the meeting and was seconded by Vice Chair Oldham. Motion carried unanimously.
