Village of Huntley Historic Preservation Commission met July 17.

Here is the agenda provided by the Commission:

1. CALL TO ORDER

Chairperson Donna Britton called to order the regularly scheduled meeting of the Village of Huntley Historic Preservation Commission for Tuesday, July 17, 2018 at 4:03 pm in the Village Hall – Conference Room C107, located at 10987 Main Street, Huntley, Illinois 60142. The room is handicap accessible. 10

2. ROLL CALL - ATTENDANCE

MEMBERS PRESENT: Commissioners Keith Mallegni, Gerri Rizzo, Deb Waters, Burt Natkins, Vice Chair Lonni Oldham and Chairperson Donna Britton

MEMBERS ABSENT: None

ALSO PRESENT: Planner James Williams

3. PUBLIC COMMENTS None.

4. Approval of Minutes

A. Approval of the June 19, 2018 Historic Preservation Commission Meeting Minutes

A MOTION was made to approve the June 19, 2018 Historic Preservation Commission meeting minutes with the following correction:

Page 2, Line 46, replace “receipt of the purchase order” with “the process of preparing the purchase order”

MOVED: Commissioner Mallegni 

SECONDED: Vice Chair Oldham 

AYES: Commissioners Mallegni, Natkins, Rizzo, Waters, and Vice Chair Oldham 

NAYS: None 

ABSTAIN: Chairperson Britton

MOTION CARRIED 5:0:1

5. Old Business

A. Certified Local Government (CLG) Re-Application Process

Planner Williams provided an update of the Certified Local Government (CLG) re-application process noting that he had revised the Historic Preservation Achievements and Activities provided by Vice Chair Oldham at last month’s meeting.

Discussion ensued including the chronological listing of items and suggestions for revisions to the “Achievements and Activities” document that included adding: creating the landmark and historic district designation applications and development of the Certificate of Appropriateness review procedure.

Planner Williams stated that the CLG application packet (letter from the mayor requesting CLG status, Historic 50 Preservation Ordinance, Historic District and Landmark Brochure and the finalized the “Achievements and Activities” document) should be complete for review at next month’s meeting.

B. Historical Signage – Historic District and Downtown Square

Planner Williams noted that the ornamental pole to mount the existing “Historic District” sign has yet to be installed along Woodstock Street.

Vice Chair Oldham pointed out that previous discussion of this item included the possibility of relocating the sign further to the north along Woodstock Street.

In regard to an appropriate type of sign for identifying the Town Square artifacts, Vice Chair Oldham suggested the 10 type of sign that she had in mind would be relatively small, but large enough to accommodate a few short lines of text, sturdy and weatherproof.

C. Landmarking Town Square

Planner Williams stated that the Town Square landmark designation application packet is generally complete with the exception of the list of artifact items within the Town Square and brief description of these items.

Commissioner Mallegni noted the importance of referring to the subject property proposed for landmark designation as the “Huntley Town Square”.

6. New Business

A. Dean Foods - Commemoration

Chairperson Britton noted that given the recent news that Dean Foods would be closing their Huntley facility, would it be appropriate to commemorate the business after over seventy years of operating in Huntley?

Discussion ensued including the suggestion that Staff advise the Village Board of the consideration the Historic Preservation Commission has for offering some form of commemoration to Dean Foods. 

Historic Preservation Ordinance – Potential Revisions

Vice Chair Oldham requested Commissioner Natkins to review the Village’s Historic Preservation Ordinance to determine potential revisions to the document he may find which may encourage interest in historic preservation 35 and/or increase the pace of those properties nominated/approved for inclusion within the historic district and/or approved as local landmarks.

7. Adjournment

A MOTION was made by Commissioner Waters to adjourn the meeting and was seconded by Commissioner Rizzo. Motion carried unanimously.
