McHenry County Coordinating Council & Local Emergency Planning Committee met Oct. 18.

Here is the minutes provided by the committee:

2pm Welcome – David Christensen/EMA Director

LEPC

-Recently the Illinois Administrative Code changed; emphasizes the requirements of each county LEPC in Illinois. We need you here to help form up the Chemical Emergency Response Plan.

-Mike Borcky/IEMA Region 3 Coordinator: According to the Administration Code/Rule changes, you shall be here at this meeting and the LEPC Membership group shall be composed of those listed below. (We will forward an email from Mike which has links to this information and more. Also reference the attached PDF of the Kansas LEPC Brochure.)

EMA’s radar was peeked when touring a facility which stores ammonia…while on the roof, seeing all the residential homes in the neighborhood, then finding out that they didn’t have a warning system in place for these neighbors in case of a leak/release.

-Incidents – 1 FOIA request, 4 Hazmat Spills since our last meeting.

Director Christensen’s Presentation

-Need to fire up emergency planning with LEPC

-We are responsible for emergency compliance

-Purpose of LEPC (see Power Point attached)

-LEPC has the responsibility to develop an emergency response plan

-EMA EOP (Emergency Operations Plan) is open for you to review for reference

-LEPC Chairperson still needed; need person to come from you, LEPC members

-Purpose of LEPC Plan

- How will you notify of a spill/leak?

- Who does what and when?

- Exercise plan

- We can help; NIXLE is one way to get information to the public; we also have WEA / EAS capability to the message out

-Chemical Emergency Response Plan needs to be in EMA office

- First thing to do is update and submit

-2019 Meetings will be quarterly in conjunction with the McHenry County Coordinating Council meetings

- LEPC might need to meet more often

-Mandates (see the “Shall” document attached), we can work on this together
