Village of McCullom Lake President and Board of Trustees met Aug. 13.

Here is the minutes provided by the board:

President Shepit called the meeting to order at 7:00 P.M.

Pledge of Allegiance

Roll Call: By the Village Clerk, Sherri L. Messina

Present: President Shepit, Trustees Bogacz, Fritz, Given, Matthesius, Mazurek, Walter.

Absent: Attorney Shaw

Minutes: Trustee Matthesius made a motion to approve the minutes; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Mazurek, Matthesius, Walter=ayes. All in favor, motion carried.

Executive Session Minutes: Trustee Matthesius made a motion to approve the Executive Session minutes; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes.

Bills: Trustee Matthesius made a motion to pay the bills; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Communication: President Shepit received a letter from the Chicago Metropolitan Agency for Planning (CMAP) stating they have begun invoicing municipalities for local dues which is based on per capita basis and we will be exempt from payment.

Audience: Cindy – National Night Out Against Crime for the Police – Community Partnership on August 6th at Petersen Park turned out to be a great event and they had about 500 people in attendance which was bigger than last year and it was nice to see different departments come out. McHenry County Conservation District, McHenry County Sheriff’s Office, McHenry Police Department, Johnsburg Police Department, McCullom Lake Police Department, McHenry Township Fire Protection District. Cindy and her teens passed out a bunch of goodies which included some resource packets. There was about $300.00 dollars raised and thank you letters will be going out. Cindy will be working on Pizza with the Police at the Cullom Knoll and she will be going over there to meet the new owners and she will start planning for this event which she would like to have in October. The Grand opening for Cullom Knoll will be September 1st, 2019 and they are having a pig roast. Clerk Messina mentioned that the teen youth group used all fresh vegetables from the community garden that they planted to make a delicious spaghetti dinner.

Deputy Clerk Prehn stated that $500.00 is the average fee for tows around the area though there are some that are a little higher. An extension was put in for the handicapped doors since no one was here for the mandatory meeting and no bids came in and the deadline was September 30th, 2019 for the funds to be used, so we have a two (2) month extension and we will have to put it out for a re-bid. We will have to put out an addendum and push out the date and there will not have to be a mandatory meeting. Trustee Matthesius is willing to make a few calls to see if we can get this project started. Ten stop signs have been ordered that Paul will be putting up. The price of the signs has increased to $6.00 more because the price of metal has gone up. Deputy Clerk Prehn is getting ready to do the newsletter so if anyone has anything to put in it to please contact her. Last but not least she has finally gotten through all of the tickets that were in collection. NTSI is updating their data base and she should be receiving an IDROP in the next week.

Treasurer Brandt informed the board that we had $154,000 in uncollected tickets. $32,475 was not eligible for IDROP though we can keep trying to collect it, but it cannot go in the portal. So that leaves us with $122,000 going into IDROP after their testing which should start soon though we have no idea what the collection amount will result in. Initially we will get some right away once it goes in and then around tax time every year. There is another pile of tickets that were out into a payment plan status that were never paid from adjudication court. We have no Standard Operating procedure for that so Lori will get with Chief Beatty and she already has the information from the State of Illinois and what is required for collectability moving forward so that we have a procedure that can be followed. Residents that have not hooked up to the sewers yet Attorney Shaw will be handling those. Next on the agenda is going to be Landlord reporting and getting the SOP tightened up on that.

New Business: Pay Increase as discussed in Executive Session – Trustee Bogacz made a motion for the pay increase that was discussed in Executive Session; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Amend Ordinance for Tow Fees – Trustee Bogacz made a motion to table this until the next board meeting; seconded by Trustee Given. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Bid Approval for ADA doors – Trustee Bogacz made a motion to remove this from the agenda; seconded by Trustee Given. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Discussion: Trustee Matthesius brought up that in the monthly IML that there was a whole section on Narcan on page 6 in response to the OOD crisis, law enforcement agencies are being required to carry the opioid reversal antidote naloxone, which each of our squad cars have available.

There is a house on the corner of Maple Hill and Spring that has had a pile of wood on the easement for at least a month that weeds are growing around it. There is also a residence that has sheets of wood that need to be put in their garbage can. A rental property on Maple Hill has a huge branch that is sitting on the easement. There are no parking signs on Forest View but people are still parking there. The house on Parkview has been vacated and the owner has taken it over and the realtor will be fixing it up. Trustee Matthesius mentioned also in the IML that the former Mayor of Rockford did a lot towards mental illness and veteran homelessness and that she wished we had resources for this as well. th

Neighbors Helping Neighbors picnic is this Sunday, August 18 , 2019 from 12:00 to 4:00 P.M.

Lori mentioned that there should be a package coming soon from the Census Bureau to pass out.

Trustee Matthesius made a motion to adjourn the meeting at 7:28 P.M.; seconded by Trustee Bogacz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

The next board meeting will be August 27, 2019 at 7:00 P.M. at the Village Hall.
