Village of McCullom Lake President and Board of Trustees met June 25.

Here is the minutes provided by the board:

President Shepit called the meeting to order at 7:00 P.M.

Pledge of Allegiance

Roll Call: By the Village Clerk, Sherri L. Messina

Present: President Shepit, Attorney Shaw, Trustees Bogacz, Fritz, Given, Matthesius, Mazurek, Walter.

Minutes: Trustee Matthesius made a motion to approve the minutes with one typo correction; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Mazurek, Matthesius=ayes. All in favor, motion carried.

Bills: Trustee Matthesius made a motion to pay the bills; seconded by Trustee Bogacz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Park & Beach: Trustee Given will take pictures of the community garden after she does some weeding. There was mulch that was delivered. Trustee Given believes that the paint has been purchased to redo the garage at Zender Park.

Roads: Trustee Walter mentioned the drainage on Fountain and West Lane seems to be working well. Trustee Fritz still has standing water in front of his home. Deputy Clerk Prehn stated that Paul called and left him a message. Trustee Fritz will call him tomorrow. Trustee Walter noted that McCullom Lake Road is still bad. President Shepit stated that Engineer Cuda sent in paperwork to STP the (Standard Transportation Program) to see if we qualify for getting funds to repair McCullom Lake Road it would be an 80/20 where we would have to come up with 20%.

Communications: President Shepit got an email from Senator Craig Wilcox looking for communities with shovel ready projects that fit in the categories that they had listed. One was for Park and Recreational facility construction. There wasn’t a lot of time to compile a big list of things to send to him but she requested some park benches, and items that could revamp our basketball court including the asphalt. So hopefully we will be considered for some of those things.

Audience: Deputy Clerk Prehn told the board that currently she was trying to collect from residents with late sewer bills of $1500.00 and over. She is asking the board if she can lower that to $1000.00. Trustee Bogacz brought up that she believes our Ordinance states that she can start the process of collections if anyone is 90 days past due and over $1000.00 is certainly more than 90 days. The board is fine with her starting collections at $1000.00.

Treasurer Brandt stated that Deputy Clerk Prehn since January 1st, 2019 to June 25th, 2019 has collected $34,948.45 in past sewer payments. Deputy Clerk Prehn and Justin together have collected $3220.79 in old Ordinance violations issued between January 2014 and April 2018. These two together have done an absolutely amazing job!

Old Business: Approval of Liquor License and Approval of Gaming License – As of July 1st, 2019 All Sports Bar & Grill/Hickory Lodge will be sold. Jamie and James Condon will be purchasing it. They will be taking over the name of All Sports Bar & Grill D.B.A. Hickory Lodge and will eventually change the name back to McCullom Knoll. Attorney Shaw stated that what we do is give it a conditional approval upon them meeting the qualifications. What they need to do is to demonstrate their control of the premises, it’s not ownership it’s simply control. Attorney Shaw would ask for them to show us a lease or something. Attorney Shaw’s recommendation is that we approve the Liquor license with gaming subject to the submittal of a completed Liquor license application. Trustee Bogacz made a motion to approve the Liquor license and gaming per Attorney Shaw’s recommendations to Jamie and James Condon; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

2019 – 2020 Appropriations – Trustee Bogacz made a motion to approve Ordinance #514 2019 – 2020 Appropriations; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Amend Ordinance #237 8-61 Section 2B Prohibiting Tobacco Use by Minors – Trustee Matthesius made a motion to approve Ordinance #515 An Ordinance Amending Ordinance #237 8-61 Section 2B Prohibiting Tobacco Use by Minors; seconded by Trustee Bogacz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

New Business: Amending Ordinance #221 Section 8-8 of the Code of Ordinances for the Village of McCullom Lake for grass clippings – Trustee Bogacz made a motion to approve Ordinance #516 An Ordinance Amending Ordinance #221 Section 8-8 of the Code of Ordinances for the Village of McCullom Lake; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Intergovernmental Agreement for Police Services between the Village of McCullom Lake and the Village of Bull Valley – Trustee Walter made a motion to approve Resolution #290 An Intergovernmental Agreement for Police Services between the Village of McCullom Lake and the Village of Bull Valley; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Discussion: Definition of Home Occupation - Attorney Shaw thinks that clarity and simplicity is the best way to go with this. There was a lot of back forth suggestions and ideas. Attorney Shaw will put something together for the next board meeting. Trustee Bogacz made a motion to table this until the next board meeting; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor motion carried.

Trustee Bogacz contacted Chalen from MCCOG because for her as a citizen and Trustee she is concerned about McHenry Township eliminating bus service and she wanted to know if this is on MCCOG’s radar and are they going to be addressing this issue and what are they going to do to help the citizens to which Chalen replied it is on their radar. Trustee Matthesius did get a response back from Governor Pritzker concerning the same issue.

Neighbors Helping Neighbors will not be having a meeting in the month of July. Their next meeting will be Tuesday August 6th, 2019 at 6:00 P.M.

Trustee Mazurek made a motion to adjourn the meeting at 8:13 P.M.; seconded by Trustee Matthesius. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

The next board meeting will be July 9th, 2019 at 7:00 P.M. at the Village Hall.
