Village of Mccullom Lake Village Board met Oct. 22.

Here is the minutes provided by the board:

President Shepit called the meeting to order at 7:02 P.M.

Pledge of Allegiance

Roll Call: By the Village Clerk, Sherri L. Messina

Present: President Shepit, Attorney Shaw, Trustees Bogacz, Fritz, Given, Matthesius, Mazurek, Walter.

Minutes: Trustee Matthesius made a motion to approve the minutes; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Treasurers Report: Trustee Bogacz made a motion to table this until the next board meeting; seconded by Trustee Matthesius. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Attorney: The Class Action lawsuit is a national lawsuit on Opiodes. Our choices are to stay in the lawsuit and potentially collect part of the Class Action settlement or opt out. Attorney Shaw assumes there will be one given the way the cases are going. The only reason to opt out is if we were planning on doing our own lawsuit. Clerk Messina asked if there was anything that we needed to file. Attorney Shaw replied no, unless we opt out and we would have to do that by November 22, 2019.

Bills: Trustee Matthesius made a motion to pay the bills; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Parks: Community garden is all cleaned up and cleared out for next year. Clerk Messina let Trustee Given know that the ID’s for the Police Department were done back in June. The Trustees and Inspectors would still need to get photos and title’s so that those ID’s could be completed.

Audience: President Shepit introduced Trent Turner who is our new Building Inspector. Clerk Messina brought up that there has been some inquiries of Tiny Houses. Attorney Shaw stated that we had somebody interested about three (3) or four (4) years ago in developing Forest Glen for Tiny Homes and he had looked at the Zoning Ordinance then and there was nothing major but the deal never progressed. At the time he felt that if someone was interested we would just address it if and when we had someone come forward. If there is a prevailing thought people might be attracted to it if we had it on the books. Attorney Shaw would be happy to work with Building Inspector Turner on how to regulate and zone it. Inspector Turner stated that the Tiny houses did get added to the 2018 codes and it will be going into the 2021 codes. So there is precedence out there for how they can be done. One of the biggest issues is with this climate essentially you’d be setting it on the ground and trying to anchor it and there wouldn’t be any foundation to it for frost so again it boils down to the zoning of it. 850 is the smallest square footage allowed for R-1 zoning. So the answer to can I build a Tiny home right now is no unless your Tiny house is 850 square feet on a concrete foundation. It is up and coming so it is something to think about.

Cindy – Pizza with Police was a good event and a great turnout at the Knoll. Deputy Clerk Prehn heard back from Chalen for us to host a MCCOG meeting and the soonest we could have one is September of next year and we would like to host it at the Knoll. The tractor is gone and the rest of the burm will be gone soon.

Old Business: Ordinance Granting Variations from the Village of McCullom Lake Zoning Ordinance for the Property located at 2717 Orchard Drive. Trustee Matthesius had a question about one of the setbacks that needed to be changed from fifteen (15) to five (5). Attorney Shaw will make the corrections. Trustee Matthesius made a motion to approve Ordinance #520 with corrections; seconded by Trustee Mazurek. Voice: Bogacz, Fritz, Given, Matthesius, Mazurek=ayes. Trustee Walter=nay. Motion carried.

New Business: Approve bid for ADA Handicapped Accessible Doors – President Shepit stated that the bid opening was done on Friday and there were two (2) bids handed in. When envelope number one (1) was opened they had all of the paperwork except for the actual bid. The second envelope opened had all the necessary paperwork with the bid included for $7688.00. Trustee Bogacz made a motion to accept the bid proposal from Orbis Construction Company Inc.; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Payment option for the IML Risk Management Association Annual bill of $30492.43. Trustee Matthesius made a motion to go with Option 3 – to pay in two installments; seconded by Trustee Mazurek. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes.

Approve Amendment to remove Trailer Stickers from Ordinance #378 & 498 – Trustee Bogacz made a motion to approve Ordinance #521 an Amendment to remove Trailer Stickers from Ordinance #378 & 498; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

Discussion: Amend Section 5.8 Building and Regulations – Building Permit Fees Trustee Fritz and Trustee Mazurek are going to look at all of the fees and then get with Inspector Turner and get his opinion on any of them that need to be updated. Trustee Fritz made a motion to table this until the next board meeting; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor motion carried.

Neighbors Helping Neighbors – The chili cook off and bonfire they put on was a great turnout.

Trustee Matthesius made a motion to adjourn the meeting at 7:43 P.M.; seconded by Trustee Given. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.

The next board meeting will be November 12, 2019 at 7:00 P.M. at the Village Hall.
