I - CALL TO ORDER
Mr. Gilmore, President, called the meeting to order at 7:00 p.m.

IV - RECOGNITION
Twenty-nine talented musicians from District 200’s choral, band, and orchestra programs were selected to this year’s District 7 music groups based upon auditions sponsored by the Illinois Music Education Association (ILMEA). District 7 is comprised of schools in most of McHenry County, all of Lake County, and also some parts of Cook and DuPage Counties. It is generally considered to be the most competitive of the nine districts in Illinois.
In addition to the impressive high school achievements, District 200 also had 16 Creekside Middle School students who qualified for the ILMEA Junior Choir, Junior Band, and Junior Orchestra. These impressive results illustrate the very high quality of the choral, band, and orchestra programs in our schools.

While it is a significant achievement to qualify for the District 7 groups, four District 200 musicians went even further, and were named to State-level ensembles. Additional kudos went to: Fiona Frawley – All State Orchestra; Kaley Beckman and Chris Crenshaw – All State Choir; and Thomas Spukas – Honors All-State Choir (and ranked as one of the top five baritones in all of District 7).
Congratulations went to these outstanding musicians and to Choral Directors Brian Jozwiak (WHS), Megan Kim (WNHS), and Duane Peiffer (CMS); Band Directors Rich Stiles (WHS), Bill Kraemer-Simpson (WNHS), and Amanda Storer (CMS); and Orchestra Directors Lyndra Bastian (CMS/WHS) and Stacie Savittieri (NWMS/WNHS).
MOTION – Moved by Mr. Parisi and seconded by Mr. Homuth to introduce the following resolution: WHEREAS, the Board of Education of Woodstock Community Unit School District 200 wishes to recognize the contributions of these individuals, and WHEREAS, District 200 has benefited as a result of these accomplishments; NOW THEREFORE BE IT RESOLVED, that the Board of Education of Woodstock Community Unit School District 200 hereby bestows special recognition and a certificate of achievement on behalf of the citizens of the District, with roll call vote as follows:

VI - SUPERINTENDENT’S REPORT
1. Dr. Moan welcomed everyone back to the start of the new year and the second semester.
2. Dr. Moan reminded the Board of the upcoming Education Foundation fundraiser scheduled for February 8, 2020 at Woodstock Harley Davidson. Former principal Bob Hackbart will be recognized at the event as the recipient of the Sue Palmore Award of Excellence.

VIII - NEW BUSINESS
1. Approval of Unitrends Contract for Data Backup and Disaster Recovery
This item was included on the agenda so the Board could review and approve a contract for data backup and disaster recovery services.
Dr. Moan explained that with the district’s technology systems expanding greatly over the past several years, the need for a more complete system of data backup and disaster recovery has become evident. Currently the district incrementally backs up our data systems with the ability to restore data up to thirty (30) days old. This system resides in the district and does not provide the quality or depth of protection necessary should there be a fire, catastrophic system failure or malicious data breach.
Technology Director George Oslovich added that industry standards for data systems backup and disaster recovery generally include three components: A system onsite to restore data quickly when there is a failure; a system offsite to protect and restore mission-critical data and infrastructure in the event of a disaster; and a plan to operate our mission-critical systems offsite in the event of a significant disaster or Disaster Recovery as a Service (DRaaS).
Mr. Oslovich added that the contract for our current backup system is expiring at the end of this fiscal year. Unitrends, through Alliance Technology Group, LLC, has offered us the ability to upgrade our internal hardware at no charge with the purchase of another three (3) year support agreement. They have also provided a proposal that would allow us to redundantly backup our current systems using their secure encrypted cloud based data servers. This “cloud” backup would allow us to restore data for up to one year should there be a failure in our internal backup systems. Finally, should the failure be catastrophic and prevent all our internal systems from working, the proposal includes Disaster Recovery as a Service (DRaaS).
This would give the district the capability to “spin-up” our mission-critical systems (HR, Payroll, Student Information System, Transportation) and operate these systems via the cloud for at least 30 days or until we are able
to restore the onsite systems.

2. Approval of an Application for a School Maintenance Program Grant
This item was included on the agenda so the Board could approve an application for a School Maintenance Project Grant.
Dr. Moan explained that the State of Illinois announced they are making available $44 million for the School Maintenance Grant program. The dollar- for-dollar state matching grant program provides up to $50,000 in matching funds for the maintenance or upkeep of buildings or structures for educational purposes.
The money from this matching grant would assist District 200 with replacing the roof at Northwood Middle School. The roof project is estimated to cost $568,500 and the School Maintenance Grant award maximum would be $50,000 which if awarded, the district would have to match.

3. Approval of an Intergovernmental Agreement By and Between the City of Woodstock, McHenry County, Illinois and Woodstock Community Unit School District 200
This item was included on the agenda so the Board of Education could consider an Intergovernmental Agreement with the City of Woodstock.
Dr. Moan explained that since the City of Woodstock imposed a new Tax Increment Financing (TIF) District on District 200 in January 2019, District 200 administration has met with the City of Woodstock to discuss the school district’s concerns with the TIF and the substantial costs to District 200 resulting from development within the TIF project area.
Tonight, the Board discussed an Intergovernmental Agreement with the City of Woodstock that included provisions for District 200 resulting from any development within the TIF project area as well as increased costs attributable to residential development projects within the TIF.
