I - CALL TO ORDER

Mr. Gilmore, President, called the meeting to order at 7:01 p.m.

II - ROLL CALL

Employment

Approve the employment of Rob Mecklenburg in an additional position as K12 Summer School Principal for the 2019-2020 school year at a stipend of $6,750. (District)

Approve the employment of Carmen Cruz as Bilingual Special Education One-on-One Health Associate for the 2019-2020 school year at 6.5 hours per day, 5 days per week, $14.17 per hour. (OES)

Approve the employment of Regina Murray in an additional position for the 2020-2021 school year as World Language Division Chair at a stipend of $3,127. (WNHS)

Approve the employment of Jessica Telander in an additional position for the 2020-2021 school year as Guidance Department Chair at a stipend of $3,127. (WNHS)

Approve the employment of Nikita Allaway as Food Service Personnel for the 2019-2020 school year at 4.5 hours per day, 5 days per week, $11.28 per hour (VDELC)

Approve the employment of Kristine Hedke as Food Service Floater for the 2019-2020 school year at 2.5 hours per day, 5 days per week, $11.28 per hour. (District)

Approve the employment of Yamilex Salinas in an additional position as Special Education One-on-One Health Associate for the 2019-2020 school year at 3 hours per day, 5 days per week, $12.28 per hour. (VDELC)

Approve the employment of Michael Olhava in an additional position as Assistant Football Coach for the 2020-2021 school year at a stipend of $7,942. (WHS)

Approve the transfer of Thomas Donar to the position of Spanish Teacher for the 2020-2021 school year. (WNHS)

Approve the transfer of Jennifer Wollpert to the position of Social Worker for the 2020-2021 school year. (VDELC)

Approve the transfer of Jennifer Spear to a position of Assistant Principal, 12 months per year, for the 2020-2021 school year. (WNHS)

Approve the transfer of Jenifer Butenschoen to a position of Certified School Nurse for the 2020-2021 school year at a salary of $53,984*.(WNHS)

Approve the transfer of Brandy Loser-Sund to a position of Kids Club Supervisory Associate at 7 hours per day, 5 days per week, 12 months per year, effective June 1, 2020. (VDELC)

Resignation

Approve the resignation of Victor Iniestra from the stipend position of Assistant Football Coach only, effective the end of the 2019-2020 school year. (WHS)

Approve the resignation of Brian Heidtke, effective the end of the 2019-2020school year. (WHS – Math Teacher)

Approve a leave of absence for Anthony Sigrist with an anticipated start date of April 23, 2020 and continuing for two weeks thereafter. (WHS – Spanish Teacher)

Approve a leave of absence for Graciela Carbajal beginning February 18, 2020 and continuing through March 20, 2020. (PWE – Noon Hour Associate)

Approve a leave of absence for Mayra Carbajal Cruz with an anticipated start date of April 23, 2020 and continuing through the end of the 2019-2020 school year. (WWE – Attendance Secretary)

Approve a leave of absence for Edward Sytsma beginning March 19, 2020 and continuing through a return date of April 9, 2020. (Transportation – Route Driver)

IV - RECOGNITION

1. 2019-20 District 200 Winter Art Show Award Winners

The Winter 2019-2020 Art Show was held from December 2, 2019 through January 8, 2020 at the Woodstock Public Library. Hundreds of pieces of original work created by students in grades 1-12 were included in the exhibit, which has become a popular draw for library visitors. From the total collection, the District 200 art teachers selected one piece from each school to receive an award. Each piece was purchased from the artist for a nominal fee and permanently displayed in the artist’s school. In addition, two pieces were chosen by the Superintendent, purchased from the artists, and then donated to the District 200 Education Foundation for auction at the annual Groundhog Day fundraiser. Congratulations went to all of these talented artists and their teachers.

The students’ works were on display at the Board meeting.

MOTION – Moved by Mr. Parisi and seconded by Mr. Homuth to introduce the following resolution: 

WHEREAS, the Board of Education of Woodstock Community Unit School District 200 wishes to recognize the contributions of these individuals, and 

WHEREAS, District 200 has benefited as a result of these accomplishments; 

NOW THEREFORE BE IT RESOLVED, that the Board of Education of Woodstock Community Unit School District 200 hereby bestows special recognition and a certificate of achievement on behalf of the citizens of the District, with roll call vote as follows:

V - COMMUNICATIONS

There were no public, staff or Board communications.

VI - SUPERINTENDENT’S REPORT

Dr. Moan informed the Board that registration for the 2020-2021 school year opens on March 2, 2020.

Assistant Superintendent Justin Smith updated the Board of Education on Summer School options available to students for individual math acceleration.

Dr. Smith explained that the purpose of math acceleration is to challenge students; present advanced level material at a quicker pace; and allow students the opportunity to complete more math courses in high school due to acceleration at the middle school level.

Dr. Smith detailed the accelerated and double accelerated math strands for middle school students and explained the recommendation process. Dr. Moan added that approximately 20% of our middle school students participate in the accelerated math program and the top 5% of middle school students participate in double accelerated math.

Dr. Smith concluded by explaining the opportunity for students to accelerate their learning by taking a summer accelerated course.

During Board discussion, Dr. Smith clarified the accelerated and double accelerated math strands as well as reviewed opportunities for students to take higher level math courses at the high school level.

IX - NEW BUSINESS

1. Consideration of Northwood Middle School Partial Roof Replacement Bid

This item was included on the agenda so the Board could consider a bid to repair and replace parts of the roof at Northwood Middle School.

Bid specifications for the Northwood Middle School Partial Roof Replacement bid were prepared by Steve Miller, Director of Buildings and Grounds, and Wold Architects. Dr. Moan explained that seven bids were received and the lowest bidder, Distinctive Roofing, asked to withdraw their bid due to mistakes in pricing and being unqualified to perform the necessary work. Dr. Moan added that the next lowest bidder, Master Project Inc. is nonconforming because it does not include union labor, with violates the Project Labor Agreement currently in effect. Consequently, administration recommended awarding the bid to the third lowest bidder, Sterling Commercial Roofing for a total base bid price of $498,000 which is still $32,000 under the District’s estimated cost for the repairs. If approved, the work would be performed during the summer of 2020 and would be paid for with Life Safety funds.

MOTION – Moved by Mr. Parisi and seconded by Dr. Bidwell to award the bid for Northwood Middle School 2020 partial roof replacement to Sterling Commercial Roofing for a total price of $498,000, with roll call vote as follows: (On File)

2. Approval of the 2021-2022 School Calendar

Associate Superintendent Brian McAdow explained that the District 200 Calendar Committee convened on February 7, 2020 to discuss and develop recommendations for the 2021-2022 school calendar in order to provide a two year planning cycle for all District stakeholders. Committee members include one Board of Education representative, five teachers and five administrators. Mr. McAdow added that the calendar reviewed by the committee closely mirrors the approved calendar for the 2020-2021 school year.
