"I move to adjourn to closed session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors, or specific volunteers of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as an independent contractor, or a volunteer of the District or against legal counsel for the District to determine its validity. However, a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the Local Government Wage Increase Transparency Act may not be closed and shall be open to the public and posted and held in accordance with this Act. 5 ILCS 120/2(c)(1), amended by P.A. 101-459."

The District 50 School Board appreciates and welcomes all visitors to tonight's meeting. We ask that visitors sign in so we can thank you for attending.

This is the time in our meeting when we invite the public to address the school board with issues and concerns. While the board is very interested in your comments, this is not a time for discussion or debate; we cannot respond to comments or answer questions at this time.

A member of the District 50 administrative staff will follow up within 48 hours of this meeting to determine if you would like to discuss the issue further. In the interest of time, we ask that you keep your comments brief and limit them to five minutes.

Since our board meetings are recorded for re-broadcast to the public, your comments will be recorded as well. We ask that you keep your comments civil and professional. We reserve the right to stop anyone who does not comply with this request. If you are interested in making a comment, please raise your hand. When called on to speak, please give your name. SUPERINTENDENT RECOMMENDATION: "I move to approve the Open and Closed Session Minutes from the January 15, 2020 Regular Meeting of the Board and the Open and Closed Session Minutes from the January 29, 2020 Special Meeting of the Board."

Discussion: Due to absences, the minutes will be approved at the March 18, 2020 Regular Meeting of the Board.

SUPERINTENDENT RECOMMENDATION: "I move to approve the Harvard High School Boys Baseball Coupon Card Fundraiser from March 6-21, 2020 to raise funds for shirts, shorts and hoodies during the 2019-20 school year; the Harvard High School Spanish Club Winter Dance Fundraiser on April 3, 2020 to offset Spanish Club T-shirts and field trip to National Museum of Mexican Art in Chicago in May 2020; the Harvard High School Football Community Discount Card Fundraiser from August 10-21, 2020 to raise funds to defray costs of team camp including transportation, food/Gatorade for away games, motivational items, senior canvas; the Harvard Junior High School Student Council St. Patrick's Day Candy Grams Fundraiser from March 9-13, 2020 to raise money for end of year dance; the Harvard Junior High School Scholastic Book Fair Fundraiser to purchase new, popular titles for Junior High students during the 2020-21 school year; the Jefferson Elementary Library Follett Book Fair Fundraiser from May 8-15, 2020 to purchase class sets of award nominated books for the 2020-21 school year; the Jefferson Elementary Scholastic Book Fair Fundraiser from October 1-8, 2020 to purchase library books and student incentives during the 2020-21 school year."

DISCUSSION: Dr. Tafoya stated the related services negotiations are in process. It was determined that a Facility Committee meeting will be held April 15, 2020 at 5:00pm. A tentative Policy Committee meeting is being considered for the month of March.

XIII. FOIA REQUESTS

On January 30, 2020, FOIA Officer Toni Harmon received from Katie Kim at NBCUniversal a request for any and all written agreements and/or contracts between Harvard Community Unit School District 50 and companies that provide content filtering and monitoring software for school district-issued devices for students, including (but not limited to) Bark, Securly, Go Guardian, etc.; and documents sufficient to show policies and guidelines for school district-issued devices for students. On February 5, 2020, Toni Harmon sent the information electronically.

On February 5, 2020, FOIA Officer Toni Harmon received from Nathan Mihelich at Illinois Retired Teachers Association a request for the name and email address of any certified staff (teachers, administrators, nurses, counselors, etc.) who are retiring this year. On February 7, 2020, FOIA Officer Toni Harmon sent the information electronically.

XIV. SUPERINTENDENT REPORT

Discussion: Dr. Tafoya stated that nationwide census participation is beneficial for the purposes of government funds distribution. National School Board Conference is being held in Chicago April 3-5, 2020. Dr. Tafoya commented on his AASA Convention for Certification: Socio/Emotional learning is popular everywhere. Dr. Tafoya appreciates the support for and the experience of attending the AASA conference. A link to the agenda will be sent to board members.

Dr. Tafoya mentioned that items were added to the February 27th agenda, and that no closed session will be held for that meeting. “Remember what public education does for your society.”
