Village of Lakemoor Board met Dec. 3.

Order of the Agenda

Item #2, Approval of the November 19, 2019 Village Board Meeting Minutes under the Consent Agenda was removed from the agenda.

Motion by Trustee Vavalle, second by Trustee Nykaza to approve the order of the agenda as amended.

Vote taken. Trustee Cox aye, Trustee Brindise aye, Trustee McIntyre aye, Trustee Leavitt aye, Trustee Nykaza aye, Trustee Vavalle aye.

6 ayes. Motion carried.

1 Citizen Comment

Candace Leonard, 427 S. Highland Drive stated that the vacant property next to her is not maintained and has five 40’ dead trees that could fall on her home. She has reached out to the property owner and he refuses to remove them.

Administrator Alarcon gave her his business card and asked her to contact him so he can enforce the Property Maintenance Code.

Trustee McIntyre

Trustee McIntyre asked about the 8 acres the village owns by the outdoor theatre. He was approached by a Remote Control Car Club looking to possibly open up an Remote Control Car Park. He thought maybe the village could look in to constructing one depending on the insurance cost.

The board told Trustee McIntyre to get the information.

Trustee Leavitt had nothing to report.

Trustee Nykaza had nothing to report.

Trustee Vavalle had nothing to report.

2 Purchase Orders/Payout Request

Motion by Trustee Brindise, second by Trustee Nykaza to approve the Change Order in the amount of $4,014.78 for the sanitary stubs and the Change Order in the amount of $4,963.47 for the freshwater stubs.

Vote taken. Trustee Cox aye, Trustee Brindise aye, Trustee McIntyre aye, Trustee Leavitt aye, Trustee Nykaza aye, Trustee Vavalle aye.

6 ayes. Motion carried.

Motion by Trustee McIntyre, second by Trustee Nykaza to approve the payment to Martin Lopez Music in the amount of $180.00. Mr. Lopez plays the violin for one hour during the Visit with Santa.

Vote taken. Trustee Cox aye, Trustee Brindise aye, Trustee McIntyre aye, Trustee Leavitt aye, Trustee Nykaza aye, Trustee Vavalle aye.

6 ayes. Motion carried.

Motion by Trustee Vavalle, second by Trustee Nykaza to approve the purchase order in the amount of $1,817.40 to upgrade the office computers to Windows 10.

Vote taken. Trustee Cox aye, Trustee Brindise aye, Trustee McIntyre aye, Trustee Leavitt aye, Trustee Nykaza aye, Trustee Vavalle aye.

6 ayes. Motion carried.

New Business:

1. Approval of the Bills Payables.

Motion by Trustee McIntyre, second by Trustee Brindise to approve the Bills Payables.

3 Vote taken.

6 ayes. Motion carried.

2. Discussion and Approval of an Ordinance Amending the Salary

of the Village Clerk.

In answering a question from Trustee McIntyre regarding the salary of the next Village Clerk. Administrator Alarcon stated that this salary amendment is for the administrative assistant position. Not the Village Clerk position. Attorney Shaw confirmed his statement.

Motion by Trustee McIntyre, second by Trustee Brindise to approve the ordinance amending the salary of the Administrative Assistant.

Vote taken. Trustee Cox aye, Trustee Brindise aye, Trustee McIntyre aye, Trustee Leavitt aye, Trustee Nykaza aye, Trustee Vavalle aye.

6 ayes. Motion carried.

3. Discussion and Approval of a Resolution Agreeing to Indemnify

the State of Illinois for Photo Enforcement Equipment Attached to IDOT Facilities.

Attorney Shaw read the Resolution out loud.

Motion by Trustee Nykaza, second by Trustee McIntyre to approve the resolution agreeing to indemnify the State of Illinois for photo enforcement equipment attached to IDOT facilities.

Vote taken. Trustee Cox aye, Trustee Brindise aye, Trustee McIntyre aye, Trustee Leavitt aye, Trustee Nykaza aye, Trustee Vavalle nay.

5 ayes. 1 nay. Motion carried.

4 Adjournment

Motion by Trustee Cox, second by Trustee Nykaza to adjourn the meeting.

The meeting adjourned by unanimous consent at 7:20 p.m.
