Village of Richmond Emergency Board met March 24.

Here is the minutes provided by the board:

Village President Craig Kunz called the Special Emergency Board Meeting to order at 4:00 PM, Remote Web Meeting held on Zoom, in Richmond, Illinois.

ROLL CALL:

PRESENT: Village President Craig Kunz; Trustees Robert Elliott, Gina Garbis, Frank Peiler and Toni Wardanian. 

ABSENT: Trustee TJ Fulmer.

OTHERS PRESENT: Police Chief Ciro Cetrangolo, Attorney David McArdle and Village Clerk Karla Thomas.

PUBLIC COMMENTS: None.

NEW BUSINESS: President Kunz presented an Ordinance Related to Local Liquor License Holders in the Village Regarding Off-Premises Sales, including Curbside and Home delivery during the Illinois COVID-19 State of Emergency. He explained that the ordinance would allow all Class A, B, C and D2 liquor license holders to sell alcoholic liquor for consumption off the licensed premises, including home and curbside delivery. President Kunz noted that the license holders shall abide by all laws, rules and policies establish by the Governor’s Executive Order 2020-07, the Illinois Liquor Control Act, Illinois Liquor Control Commission Rules and all local ordinances and policy that apply to packaged sales or “to go” sales. All establishments must notify the Village Clerk of their intent to provide an off-premise consumption. The Off-Premises sales will expire on April 7, 2020, unless the Governor’s Executive Order is extended past this date. If extended the sales will expire upon the new extension date.

Trustee Peiler moved, seconded by Trustee Garbis to approve an Ordinance Related to Local Liquor License Holders in the Village Regarding Off- Premises Sales, including Curbside and Home delivery during the Illinois COVID-19 State of Emergency as presented. ROLL CALL VOTE: AYES: ELLIOTT, GARBIS, PEILER, WARDANIAN, AND KUNZ. NAYS: NONE. ABSENT: FULMER. ABSTAIN: NONE. The motion carried.

President Kunz reported that the owner of Elite Catering, LLC located at 11427 Commercial St., Unit 25 has requested a Class “A Liquor License and will relinquish his current Class “B” Liquor License. President Kunz suggested that if the request is granted, the one month fee be waived.

Trustee Wardanian moved, seconded by Trustee Elliott to approve the request for a Class “A” Liquor License for Elite Catering, LLC located at 11427 Commercial St., Unit 25 and waiver of the one month fee as presented. ROLL CALL VOTE: AYES: ELLIOTT, GARBIS, PEILER, AND WARDANIAN. NAYS: NONE. ABSENT: FULMER. ABSTAIN: NONE. The motion carried.

President Kunz reported that the owner of The Hideaway Inn, LLC located at 10331 N. Main St. has requested a Class “B” Liquor License and will relinquish his current Class “C” Liquor License. President Kunz suggested that if the request is granted, the one month fee be waived.

Trustee Garbis moved, seconded by Trustee Elliott to approve the request for a Class “B” Liquor License for The Hideaway Inn, LLC located at 10331 N. Main St. and waiver of the one month fee as presented. ROLL CALL VOTE: AYES: ELLIOTT, GARBIS, PEILER, AND WARDANIAN. NAYS: NONE. ABSENT: FULMER. ABSTAIN: NONE. The motion carried.

With no further business, Trustee Elliott moved to adjourn the March 24, 2020 Special Emergency Board meeting, seconded by Trustee Garbis. The motion was approved by voice vote.

Meeting adjourned at 4:10 PM.
