Village of Richmond Special Emergency Board met March 18.

Village President Craig Kunz called the March 16, 2020 Special Emergency Board Meeting to order at 5:30 PM, 5600 Hunter Drive, Richmond, Illinois.
ROLL CALL:
PRESENT: Village President Craig Kunz; Trustees Robert Elliott, Frank Peiler and Toni Wardanian. ABSENT: Trustees TJ Fulmer and Gina Garbis.
OTHERS PRESENT: Public Works Supt. Jon Schmitt, Attorney Brad Stewart and Village Clerk Karla Thomas.
PUBLIC COMMENTS: None.
BONAFIDE EMERGENCY FINDING: Atty. Stewart provided the findings of fact that a bonafide emergency has occurred as follows:
• Coronavirus disease 2019 (COVID-19) is a potentially severe acute respiratory infection caused by severe acute respiratory syndrome coronavirus 2 (SRAS-CoV-2). The virus was first identified as the cause of an outbreak of pneumonia of unknown cause in Wuhan City, Hubei Province, China, in December 2019; and
• On March 9, 2020, Governor J. B. Pritzker declared all counties in the State of Illinois as a disaster area; and
• On March 11, 2020, the World Health Organization characterized the COVID-19 outbreak as a pandemic; and
• On March 22, 2020, McHenry County Board Chair Jack D. Franks proclaimed that a disaster emergency exists for the County of McHenry; and
• Governor Pritzker issued Executive Order 2020-04 (COVID-19 Executive Order No. 2), cancelling all public and private gatherings in the State of Illinois of 1,000 people or more to implement social distancing; Governor Pritzker issued Executive Orders 2020-05 and 2020-06 (COVID-19 Executive Order No. 3 and 4), closing all public and private schools through March 30, 2020; and Governor Pritzker announced on Sunday, March 15, 2020 that all bars and restaurants in the State of Illinois will be closed to the public through March 30, 2020
Trustee Peiler moved, seconded by Trustee Elliott to find that there is a bonafide emergency, pursuant to the Open Meetings Act, 5 ILCS 120/2.02(a), warranting this special meeting of the Village Board as presented. ROLL CALL VOTE: AYES: ELLIOTT, PEILER, WARDANIAN, AND KUNZ. NAYS: NONE. ABSENT: FULMER AND GARBIS. ABSTAIN: NONE. The motion carried.
CORONAVIRUS DISEASE 2019 (COVID-19): Atty. Stewart reviewed the following items for consideration and action:
• Proclamation of Local Disaster Emergency by the President proclaiming a local disaster emergency;
• Motion to approve the Continuation of Proclamation of Local Disaster Emergency for the Village of Richmond to April 20, 2020;
• Motion to approve an Ordinance Amending Chapter 3, Village Administration, Section 3.14, Emergency Services and Disaster Agency, of the
Richmond Village Code Pertaining to a Local State of Emergency providing for the exercise of extraordinary powers by executive order of the
President during a state of emergency with the Village;
• Activation of Power under Ordinance No. 2020-05, previously adopted with the limitation that all executive orders are responsive to the Coronavirus disease 2019 (COVID-19) and a copy of each execute order be filed with the Village Clerk, be sent to the Board of Trustees, and posted on the Village’s website within 24-hours of being ordered by the President; and
• Such other emergency actions relating to Coronavirus disease 2019 (COVID-19).
Trustee Wardanian moved, seconded by Trustee Elliott to combine all pending action into one item as presented. ROLL CALL VOTE: AYES: ELLIOTT, PEILER, WARDANIAN, AND KUNZ. NAYS: NONE. ABSENT: FULMER AND GARBIS. ABSTAIN: NONE. The motion carried.
Trustee Peiler moved, seconded by Trustee Elliott to approve all items as combine as presented. ROLL CALL VOTE: AYES: ELLIIOTT, PEILER, WARDANIAN, AND KUNZ. NAYS: NONE. ABSENT: FULMER AND GARBIS. ABSTAIN: NONE. The motion carried.
With no further business, Trustee Wardanian moved to adjourn the March 16, 2020 Emergency Board meeting, seconded by Trustee Elliott. The motion was approved by voice vote.
