7. FOP Labor Agreement May 1, 2020 - April 30, 2023

• Action requested is to approve the Agreement between the Illinois Fraternal Order of Police Labor Council/F.O.P Lodge #134 for a Labor Agreement beginning May 1, 2020 and expiring April 30, 2023, and to authorize execution of the contract.

8. Proposed Ordinance Approving the City of Harvard Annual Budget for Fiscal Year 2020/2021

• Action requested is to adopt the ordinance establishing the annual budget for Fiscal Year 2020/2021.

9. Proposed Resolution/Nationwide Retirement Solutions Relating to the Coronavirus Aid, Relief, and Economic Security (CARES) Act

• The proposed resolution allows the City to elect plan provisions for participants made available under the CARES Act, specifically Provision #1: Tax-favored coronavirus related distributions (CRDs) up to $100,000 until December 31, 2020. The City does not contribute funds to the plan which is an optional 457(b) Deferred Comp Plan for employees solely funded by employee contributions. Action requested is to authorize the City Administrator as the plan administrator to execute the proposed resolution.

10. Refinance Bonds for City Police Station and Industrial Park

• Action requested is a consensus to move forward with the details to refinance the bonds for the current Police Station and the Industrial Park.

11. RTA Access to Transit Program Grant Application

• Action requested is to authorize the City Administrator to submit the grant application.
