Village of McCullom Lake President and Board of Trustees met March 10.

Here is the minutes provided by the board:

President Shepit called the meeting to order at 7:03 P.M.

Pledge of Allegiance

Roll Call: By the Village Clerk, Sherri L. Messina

Present: President Shepit, Trustees Bogacz, Fritz, Given, Matthesius, Walter.

Absent: Trustee Mazurek

Minutes: Trustee Matthesius made a motion to approve the minutes; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor, motion carried.

Bills: Trustee Bogacz made a motion to pay the bills with two extra bills added PetroLiance LLC $64.73, Brad Dausman $450.00; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor, motion carried.

President Shepit mentioned that a young man in McHenry has the coronavirus. He was at Northwestern Medical McHenry Hospital and is now at Advocate Good Shepherd Hospital in Barrington.

Attorney: Attorney Shaw has received a couple of calls over the last few weeks with people being interested in buying Dental USA but they all want to do the same thing there and that’s open a Craft Cannabis Growing Facility. The board previously passed and approved the local taxation on adult use cannabis which is a 3% tax but that only applies to retail sales. We would only be getting that 3% tax if it were a dispensary. All the Craft Growers, the Infusers and the Cultivation Centers there is no local tax unless you are home-ruled, which we are not so we don’t have that luxury. The applications they have to fill out are solely based on points. The points are a cumulative total of all of the category’s that they answer. One of the categories in the application is what do you intend to do and what activities do you intend to engage in to give back to your host community. The implication is they would be involved in whether it be cleanups, fundraising, building parks or just cash donations. They are required if they want the points is to obligate themselves to give back in some way shape or form. Attorney Shaw asked them to give him a sample of what they would give back to the community. There is no tax benefit to the Village for this kind of business. If he hears back from them on how they intend to give back he will certainly share that with the board. There is a way we can pin them down a little bit. Because of where they are located, theoretically we could disconnect them and bring them back in under an annexation agreement if they were willing to go that far and if we did that we could then charge them royalties. Trustee Walter mentioned well then they could possibly go to Johnsburg because Johnsburg is right across the road. Attorney Shaw replied: It’s possible. Trustee Matthesius feels that Chief Beatty needs to be in on this conversation because our Police department would be the ones most impacted by what’s going on and people finding out what’s going on inside that building. Trustee Bogacz sees it being more of a negative than a positive to the Village. Attorney Shaw stated there is not a single Craft Grower in operation yet. The Dispensary’s is where the competition is. Trustee Bogacz said they would have to bring us a lot more information before we entertain this idea. We would need more Police on duty and that is more of an expense for us.

Audience: Deputy Clerk Prehn - We have received $7969.73 to our IDROP account from the State. We will start receiving invoices to MCSI and the collection service because the money is being direct deposited from the State to our bank. So the collection agency is not getting their commission and we will have to pay them.

New Business: Resolution for Sanitary Sewer Rate Increase – Trustee Mattheisus made a motion to table this until the next board meeting; seconded by Trustee Bogacz. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor, motion carried.

Resolution Complete Streets Policy – Trustee Matthesius made a motion to approve Resolution #292. A Resolution Adopting a Complete Streets Policy for the Village of McCullom Lake; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor, motion carried.

Amend Ordinance #152 – Improvement to Right of Way – Trustee Matthesius made a motion to approve Ordinance #527. An Ordinance Amending Section 7- 161; seconded by Trustee Bogacz. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor, motion carried.

Discussion: Easter Egg Hunt is Sunday April 11th, 2020 at 1:00 P.M. sharp. Trustee Fritz also has Steak Fry tickets which will be held on May 2nd, 2020. Tickets are $25.00 and doors open at 6:00 P.M.

Trustee Bogacz made a motion to adjourn the meeting at 7:55 P.M.; seconded by Trustee Matthesius. Voice vote: Bogacz, Fritz, Given, Matthesius, Walter=ayes. All in favor, motion carried.

The next board meeting will be March 24th, 2020 at 7:00 P.M. at the Village Hall.
