Village of Richmond Village Board met June 2.

Here is the minutes provided by the board:

Village Clerk Karla Thomas called the Special Board Meeting to order due to President Kunz' absences at 5:00 PM via Remote Web Meeting held on Zoom, in Richmond, Illinois.

ROLL CALL:

PRESENT REMOTELY: Trustees Robert Elliott, TJ Fulmer, Frank Peiler, Tom Van Daele and Toni Wardanian.

ABSENT: Village President Craig Kunz and Trustee Gina Garfais (arrived at 5:03 PM and [eft at 5:11 PM).

OTHERS PRESENT REMOTELY: Police Chief Ciro Cetrangolo, Attorney David McArdle, Attorney Brandy Quance and Village Clerk Karla Thomas.

PUBLIC IN ATTENDANCE REMOTELY INCLUDED: Jen Ezop.

NOMINATIONS AND ELECTION OF VILLAGE PRESIDENT PRO-TEM: Attorney McArdle explained that the President Pro-Tem has all powers of the President and does not vote. Nominations were opened with TJ Fulmer the only nominee.

Trustee Wardanian moved, seconded by Trustee Van Daele to nominate TJ Fulmer as President Pro-Tem. The motion was approved by voice vote.

Nominations were then ciosed. (Trustee Garbis arrived at meeting at 5:03 PM,)

Trustee Van Daele moved, seconded by Trustee Elliott to appoint TJ Fulmer as President Pro-Tem during the absences of the current elected President Craig Kunz. ROLL CALL VOTE: AYES: ELLIOTT, GARBIS, PEILER, VANDAELE and WARDANIAN. NAYS: NONE. ABSENT: NONE. ABSTAIN: NONE. The motion carried.

DISCUSS DRAFT COVID-19 EXECUTIVE ORDER: Attorney Quance summarized the Executive Order guidelines and explained that the Executive Order would terminate at such time the Village President or Village Board terminates the Executive Order, whichever is sooner. She also presented the waiver exhibit and explained that it protects the Village from risks associated with providing businesses owner's use of Village Property and Equipment,

DISCUSS AND POSSIBLE ACTION ON PROPOSED COVID.19 ORDINANCE FOR ADDITIONAL OUTDOOR SEARTING AND EXPANSION OF LIQUOR LICENSES FOR BARS AND RESTAURANTS FOR THE STATE'S ADVANCING TO PHASE 3 OF THE RESTORE ILLINOIS PLAN: Attorney McArdle explained that the Ordinance allows for full Board involvement, where the Executive Order involves the President Pro-Tem. He recommended the ordinance. (Trustee Garbis left the meeting at 5:11 PM.) Clerk Thomas requested Board direction on handling the waiver. Trustee Elliott offered to get waivers signed by businesses using Village property and equipment and provide them to the Clerk.

Trustee Peiler moved, seconded by Trustee Wardanian to adopt the Ordinance entitled An Ordinance Provisional Amending Chapter 4, Streets and Sidewalks, Section 4.06, Obstructing Streets, and Chapter 6, Land Use and Development Standards, Article 6.7, Off-Street Parking and Loading, of the Richmond Village Code due to Coronavirus Disease 2019/COVID-19 to Provide Additional Outdoor Space and Expanding Liquor Licenses to Assist Bars and Restaurants as presented. ROLL CALL VOTE: AYES; EU./07T, PEIi£R, VAN DAELE and WARDANIAN. NAYS: NONE. ABSENT: GARBIS. ABSTAIN: NONE. The motion carried.

RATIFY THE APPROVAL OF A COMIVIUNITY GARDEN ON VILLAGE PROPERTY LOCATED AT 5218 N1PPERSINK DRIVE AND REQUIRING ALL PARTICIPANTS TO SIGN WAIVERS: Attorney McArdle reported that a waiver was developed for the Community Garden participants and that formal approve was needed to allow use of the Village property located at 5218 Nippersink Drive, as well as, participants signing waivers.

Trustee Van Daele moved, seconded by Trustee Peiler to formally approve allowing the use of Village Property subject to participants signing waivers. ROLL CALL VOTE: AYES: ELUOn, PEILER, VANDAELE and WARDANIAN. NAYS: NONE. ABSENT: GARBIS. ABSTAIN: NONE. The motion earned,

With no further business, Trustee Wardanian moved to adjourn the June 2,2020 Remote Special Board meeting, seconded by Trustee Peiler. The motion was approved by voice vote.
