Village of Richmond Village Board met Aug. 27.

ROLL CALL:
PRESENT REMOTELY: Trustees Robert Elliott (arrived at 7:03 PM), Tom Van Daele and Toni Wardanian.
ABSENT: Trustees TJ Fulmer. Gina Garbis and Frank Peiler.
OTHERS PRESENT REMOTELY: Police Chief Ciro Cetrangolo, Supervisor of Public Works Jon Schmitt, Finance Clerk Kristen Murphy, PW Crew Leader Tim Koenig and Village Clerk Karla Thomas.
PUBLIC IN ATTENDANCE REMOTELY INCLUDED: None.
REVIEW FISCAL YEAR 2021 BUDGET DUE TO COVID-19: President Kunz turned over the meeting to Finance Chairman Trustee Wardanian, who in turn, turned over the meeting to Finance Clerk Murphy. Finance Clerk Murphy reported that for the period of May through August the General Fund revenues were down approximately $130,000.00, with approximately $33,000.00 deferred.
Finance Clerk Murphy reported that General Fund expenditures reflect a net positive spent in total of $100,000.00.
There was discussion regarding the need for assistance in the Administration office, due to the vacancy of the Administrative Clerk/Permits position.
The Board agreed that Department Heads should continue to be prudent and hold off on large purchases until October/November.
Trustee Elliott went on record as supporting Dollar General coming into the Village. Trustee Wardanian was not in support; however, she did support r' Donuts/Baskin Robbins possibly coming into the Village.
Trustee Wardanian voiced concerns regarding the "convenience fee" associated with online water bill payments. Police Chief/Administrator Cetrangolo will research other payment processing options.

With no further business, Trustee Wardanian moved to adjourn the August 27, 2020 Remote Special Board meeting, seconded by Trustee Van Daele.
The motion was approved by voice vote.
