6. Consent Agenda

Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member requests that an item be removed from the consent agenda for separate action.

John & Diana Minalt, Conifera Tree Farm, are requesting permission to place temporary directional signs at the intersections of McGuire Rd./US Route 14 from November 27- December 22, 2020, with the permit fee waived in exchange for the Christmas Trees that will be donated to the Events Committee to be displayed on Ayer St.

p. Resolution supporting the S. Ayer St. Streetscape Project and authorizing the submittal of a grant application for the Illinois Transportation Enhancement Program Funds to construct this project.

q. Proclamation Commemorating Harvard School Choice Week January 24 – 30, 2021

r. Payment of bills in the amount of $711,427.50

7. Individual Action Consent Agenda Items

• City Council Action on any item removed from the consent agenda.

8. Arturo and Teresa Flores Permit Pursuant to Section 6.03A, Encroachment, at 103 W. Brainard St.

• The property owner is seeking a permit pursuant to Section 6.03A, to erect a staircase on the City sidewalk located at 103 West Brainard St. Action requested is to approve an ordinance to either issue or deny the permit application.

9. Relinquish Class B License for Grace Groceries & Beer, 711 E. Diggins St.

• Vinodkumar Patel has submitted a letter relinquishing the Class B Liquor License for Jay Mahakari Inc. d/b/a Grace Groceries & Beer, 711 E. Diggins St., to Patel Enterprises Harvard, Inc. d/b/a Lions Liquors, Beer, Wine & Spirits. Action requested is to approve the request.

10. Approve Class B Liquor and Tobacco License for Patel Enterprises Harvard Inc. d/b/a Lions Liquors, Beer, Wine & Spirits, 711 E. Diggins St.

• Patel Enterprises Inc. d/b/a Lions Liquors, Beer, Wine & Spirits, has submitted a Class B Liquor \ & Tobacco License application, 711 E. Diggins St. Application fee paid. Background check satisfactory. Action requested is to approve or deny the application.

11. Proposed Tax Levy Ordinance

• Action requested is to approve the proposed tax levy ordinance pursuant to the Finance Committee’s recommendation to levy for a 4.99% increase.

12. Proposed Tax Levy Abatement Ordinance for Water/Sewer and TIF Bonds

• As in past years the abatement is meant for those revenue bonds issued in the water system and TIF District. There is sufficient revenue to pay for the principal and interest. Action requested is to approve the proposed ordinance as presented.

13. Water & Sewer Committee Recommendation/Proposed Ordinance Increasing Water & Sewer Rates

• Action requested is to approve the Committee’s recommendation to approve a three-year ordinance increasing the base water sewer rates by 6% each year beginning in May 1, 2021 and to increase the maintenance fee by $1 to make it an even $20 each billing period.

14. Events Committee Recommendation Independence Day Celebration 2021

• The Events Committee is organizing an Independence Day Celebration to be held on July 3, 2021, at Milky Way Park and is requesting that the City Council authorize the Mayor’s execution of an Agreement with Mad Bomber Fireworks for a firework display at a cost of $10,000.
