3. INTRODUCTORY ROLL CALL

Meeting called to order at: 9:00 AM by Chairman Michael Buehler.

PRESENT: Aavang (Remote), Acosta (Remote), Althoff (Remote), Bates (Remote), Doherty (Remote), Gottemoller (Remote), Jung Jr. (Remote), Meshes (Remote), Nowak (Remote), Parrish (Remote), Phillips (Remote), Schofield (Remote), Skala (Remote), Smith (Remote), Thorsen (Remote), Vijuk (Remote), Von Bergen (Remote), Wegener (Remote), Wilbeck (Remote), Yensen (Remote), Buehler (Remote)

Also present: Peter Austin, County Administrator; Scott Hartman, Deputy County Administrator; Dennis Sandquist, Director of Planning and Development; Joe Korpalski, County Engineer; Melissa Adamson, Health Administrator; Susan Karras, Director of Nursing and other interested staff members.

Connee Meschini, President of the Mental Health Board, regarding the impact of the COVID pandemic on mental health.

5. REPORTS AND PRESENTATIONS

Chairman Buehler welcomed the board and provided opening remarks including;

∙ Updates on McHenry County Region 9, metrics in regards to COVID-19.

∙ Chairman Buehler congratulated former County Board member Suzanne Ness on being sworn into the Illinois House.

∙ County Administration along with the MCEDC (McHenry County Economic Development Corporation) and RESUME McHenry County will be keeping a close eye on additional stimulus opportunities with the swearing in of the new President and Congress.

∙ Introduced Jeff Schwartz who has been chosen as to fill the District 4 vacancy.

Melissa Adamson, Heath Administrator, along with Susan Karras, Director of Nursing, gives an overview on Region 9 mitigation and the COVID-19 vaccine.

6. NEW BUSINESS

1. Review of the January 19, 2021 County Board Agenda Items

Chairman Buehler asks for any items that will be removed in order to allow all staff that is not necessary for questions to return to their departments. Chairman Buehler noted the appointments of Melvin Von Bergen to the Hebron Drainage District and the District 4 vacancy will be added to the agenda.

10.1.1 #2020-04 - Canavan - McHenry Twp - R-RV - removed for discussion by Mr. Doherty.

APPOINTMENTS

14 - Ms. Von Bergen needs to recuse herself from the appointment of Melvin Von Bergen to the Hebron Drainage District - removed for discussion by Mr. Vijuk.

FINANCE & AUDIT

16.2.B.17- Resolution recommending the approval of a contract to Matthewson Right of Way Company for professional land acquisition services for Randall Road reconstruction and widening - removed for discussion by Mr. Wilbeck.

PLANNING, ENVIRONMENT & DEVELOPMENT

16.2.D.1 - Resolution granting a waiver of the stormwater permit, inspection and penalty fees for permit SW20-0135 - removed for discussion by Mr. Smith and Mr. Doherty.

16.2.D.2 - Resolution granting a waiver of the building and stormwater penalty fees for building permit K-0662 - removed for discussion by Mr. Smith and Mr. Doherty.

16.2.D.3 - Resolution granting a waiver of the penalty fee for stormwater management permit SW20- 0157 - removed for discussion by Mr. Smith and Mr. Doherty.

PUBLIC HEALTH & COMMUNITY SERVICES

16.2.E.1 - Resolution authorizing additional Community Development Block Grant allocations through a targeted request for proposals in response to COVID-19 - Ms. Wegener needs to recuse herself.

DISCUSSION:

ZONING PETITIONS

10.1.1 #2020-04 - Canavan - McHenry Twp - R-RV - removed for discussion by Mr. Doherty. Pulled last month because fees had not been paid. Item is up in court this afternoon and will be pulled if not paid before County Board is reposted.

APPOINTMENTS

14 - Ms. Von Bergen needs to recuse herself from the appointment of Melvin Von Bergen to the Hebron Drainage District - removed for discussion by Mr. Vijuk. Mr. Vijuk requested the names of the appointments be placed on the agenda along with the appointment resolution. Mr. Vijuk requested the list of applicants and their applications for the District 4 vacancy.

FINANCE & AUDIT

16.2.B.17- Resolution recommending the approval of a contract to Matthewson Right of Way Company for professional land acquisition services for Randall Road reconstruction and widening - removed for discussion by Mr. Wilbeck. There were concerns if this was still a valid project with growth to the County declining.

PLANNING, ENVIRONMENT & DEVELOPMENT

16.2.D.1 - Resolution granting a waiver of the stormwater permit, inspection and penalty fees for permit SW20-0135 - removed for discussion by Mr. Smith and Mr. Doherty. Resolution was amended at committee to only waive the penalty fees.

16.2.D.2 - Resolution granting a waiver of the building and stormwater penalty fees for building permit K-0662 - removed for discussion by Mr. Smith and Mr. Doherty. Resolution was approved at committee.

16.2.D.3 - Resolution granting a waiver of the penalty fee for stormwater management permit SW20- 0157 - removed for discussion by Mr. Smith and Mr. Doherty. Resolution was not approved at committee and will be removed from the County Board agenda.

PUBLIC HEALTH & COMMUNITY SERVICES

7. ADMINISTRATOR'S REPORT

Peter Austin, County Administrator, reviews the following:

∙ COVID vaccines for school employees

∙ Comprehensive Economic Development Strategy

∙ Grant inventory

∙ Overview given at committee of the County’s financial situation as FY20 closes out. ∙ Courthouse will remained essentially closed for business through February.

∙ Extra security will be present on January 20, 2021, during the Presidential inauguration.

Ms. Yensen made a motion, seconded by Mr. Gottemoller, to adjourn at 10:14 a.m. Chairman Buehler declared the motion passed on a unanimous voice vote.
