McHenry County Planning, Environment & Development Committee Met Feb. 2.

Here is the minutes provided by the committee:

1. CALL TO ORDER

Meeting called to order at: 8:32 AM by Larry W Smith.

PRESENT: Smith, Aavang, Gottemoller, Meshes (Remote), Phillips (Remote), Schofield, Schwartz, Yensen (Remote)

ABSENT:

Also present was: Peter Austin; County Administrator, Dennis Sandquist; Director of Planning and Development, Adam Wallen; Building Enforcement Officer, Joanna Colletti; Water Resources Manager / Stormwater Chief Engineer, Renee Hanlon; Planning Manager/Zoning Enforce Officer.

Joe Gottemoller: He wanted to welcome Jeffrey Schwartz to the Board and the Planning, Environment & Development committee.

A. Interviews

1. 8:40 a.m. Interview - Zoning Board of Appeals - Kurt Schnable

Committee members introduced themselves and interviewed Kurt Schnable for consideration for appointment to the McHenry County Zoning Board of Appeals. It was noted that Mr. Schnable meets the requirements as a member for the McHenry County Zoning Board of Appeals.

After the interview of Mr. Schnable, Chair Smith skipped forward to Richard Kelly due to the next scheduled candidate not having yet arrived.

2. 8:50 a.m. Interview - Zoning Board of Appeals - Nicholas Chirikos

Committee members introduced themselves and interviewed Nicholas Chirikos for consideration for appointment to the McHenry County Zoning Board of Appeals. It was noted that Mr. Chirikos meets the requirements as a member for the McHenry County Zoning Board of Appeals.

After the interview of Mr. Chirikos, Chair Smith moved forward to Gary Gartrell to continue in order on the Agenda.

3. 9:00 a.m. Interview - Zoning Board of Appeals - Robert Kosil

Committee members introduced themselves and interviewed Robert Kosil for consideration for appointment to the McHenry County Zoning Board of Appeals. It was noted that Mr. Kosil meets the requirements as a member for the McHenry County Zoning Board of Appeals.

After the interview of Mr. Kosil, Chair Smith skipped forward to Joel Lewon due to the next scheduled candidate not having yet arrived.

4. 9:10 a.m. Interview - Zoning Board of Appeals - Richard Kelly

Committee members introduced themselves and interviewed Richard Kelly for consideration for appointment to the McHenry County Zoning Board of Appeals. It was noted that Mr. Kelly meets the requirements as a member for the McHenry County Zoning Board of Appeals.

After the interview of Mr. Kelly, Chair Smith moved back up to Robert Kosil due to him having arrived.

5. 9:20 a.m. Interview - Zoning Board of Appeals - Joel Lewon

Committee members introduced themselves and interviewed Joel Lewon for consideration for appointment to the McHenry County Zoning Board of Appeals. It was noted that Mr. Lewon meets the requirements as a member for the McHenry County Zoning Board of Appeals.

6. 9:30 a.m. Interview - Zoning Board of Appeals - Jessica Beverly

Committee members introduced themselves and interviewed Jessica Beverly for consideration for appointment to the McHenry County Zoning Board of Appeals. It was noted that Ms. Beverly meets the requirements as a member for the McHenry County Zoning Board of Appeals.

7. 9:40 a.m. Interview - Zoning Board of Appeals - Thomas Jurs

Committee members introduced themselves and interviewed Thomas Jurs for consideration for appointment to the McHenry County Zoning Board of Appeals. It was noted that Mr. Jurs meets the requirements as a member for the McHenry County Zoning Board of Appeals.

After the interview of Mr. Jurs, Chair Smith moved back up to Nicholas Chirikos due to him having arrived.

8. 9:50 a.m. Interview - Zoning Board of Appeals - Gary Gartrell

Committee members introduced themselves and interviewed Gary Gartrell for consideration for appointment to the McHenry County Zoning Board of Appeals. It was noted that Mr. Gartrell meets the requirements as a member for the McHenry County Zoning Board of Appeals.

9. 10:00 a.m. Interview - Zoning Board of Appeals - Francis Grzetic

Committee members introduced themselves and interviewed Francis Grzetic for consideration for appointment to the McHenry County Zoning Board of Appeals. It was noted that Mr. Grzetic meets the requirements as a member for the McHenry County Zoning Board of Appeals.

After the interview of Mr. Grzetic, Chair Smith called the meeting for a short break at 10:24 a.m. The meeting was called back to order by Chair Smith at 10:37 a.m.

10. Deliberation and Selection of up to One Candidate for Recommendation to the County Board Chairman for the Zoning Board of Appeals regular member with a term to expire on September 1, 2024.

A Motion was made Mr. Gottemoller, Seconded by Ms. Schofield to select Robert Kosin as a candidate for recommendation to the County Board Chairman for the Zoning Board of Appeals as a regular member with a term to expire on September 1, 2024. The Motion passed on a roll call vote with the majority of the members voting aye.

11. Deliberation and Selection of up to One Candidate for Recommendation to the County Board Chairman for the Zoning Board of Appeals regular member with a term to expire on September 1, 2025

A Motion was made by Mr. Schwartz, Seconded by Mr. Gottemoller to select Thomas Jurs as a candidate for recommendation to the County Board Chairman for the Zoning Board of Appeals as a regular member with a term to expire on September 1, 2025. After deliberation of Mr. Jurs, Mr. Gottemoller made a friendly amendment, Seconded by Mr. Schwartz to the original Motion to recommend Kurt Schable as the candidate for recommendation to the County Board Chairman for the Zoning Board of Appeals as a regular member with a term to expire September 1, 2025. The amended Motion passed on a roll call vote of all present members voting aye.

12. Deliberation and Selection of up to One Candidate for Recommendation to the County Board Chairman for the Zoning Board of Appeals alternate member with a term to expire on September 1, 2022.

A Motion was made by Ms. Phillips, Seconded by Ms. Meshes to select Jessica Beverly as a candidate for recommendation to the County Board Chairman for the Zoning Board of Appeals as an alternate member with a term to expire on September 1, 2022. The Motion passed on a roll call vote with the majority of the members voting aye.

13. Deliberation and Selection of up to One Candidate for Recommendation to the County Board Chairman for the Zoning Board of Appeals alternate member with a term to expire on September 1, 2023.

A Motion was made by Ms. Aavang, Seconded by Ms. Schofield to select Gary Gartrell as a candidate for recommendation to the County Board Chairman for the Zoning Board of Appeals as an alternate member with a term to expire on September 1, 2023. The Motion failed on a roll call vote with a majority of the members voting nay.

A Motion was then made by Mr. Schwartz, Seconded by Mr. Gottemoller to select Thomas Jurs as the candidate for recommendation to the County Board Chairman for the Zoning Board of Appeals as an alternate member with a term to expire on September 1, 2023. The Motion passed on a roll call vote with the majority of the members voting aye.

14. Deliberation and Selection of up to One Candidate for Recommendation to the County Board Chairman for the Zoning Board of Appeals Chairman

A Motion was made Mr. Gottemoller, Seconded by Ms. Schofield to select Matthew Hansel as a candidate for recommendation to the County Board Chairman for the Zoning Board of Appeals Chairman. The Motion passed on a roll call vote of all present members voting aye.

2. Resolution Approving Articles of Rules and Procedures McHenry County Hearing Officer

3. Resolution Authorizing the County Board Chairman or His Designee to Execute all Necessary Legal Documents to Purchase Certain Real Property at 1233 Beach St, McHenry and to Acquire Title to and Possession of Real Property Using Funding Provided by the IDNR Flood Hazard Mitigation Project Grant Program (Stable Environment and Sustainability)

Dennis Sandquist, Director of Planning and Development, joined the committee to discuss the ordinance.

Renee Hanlon, Planning Manager/Zoning Enforce Officer, joined the committee to discuss the Zoning Petitions going before the Board.

2. Fee Waivers

1. Penalty Fees and Fee Waiver Requests - Discussion and Direction

The committee members came to a consensus to have the topic moved forward to the next months meeting to have a further and more in depth discussion.

A Motion was made by Ms. Aavang, Seconded by Ms. Schofield to adjourn the meeting. The Motion passed on a voice vote of all present members voting aye, the meeting was adjourned at 11:52 AM.
