McHenry County Historic Preservation Committee met April 7.

Here is the minutes provided by the committee:

1. CALL TO ORDER/ROLL CALL

Mr. Greeley called the meeting to order at 6:35pm

Commissioner's Present: Steve Greeley, Susan Zeller, Derek Gablenz, Alfonso Casal, Melody Jacobson Stuart Thiel, and Sarah Schadt.

Commissioner's absent:

Also present were Renee Hanlon and Andrew Fackler, Department of Planning and Development.

Alden Road Scenic Drive Update

Mr. Greeley reported that the Transportation Department has put up sign bases on Nelson, State Line, Durkee and Altenburg Roads. The ceremony can be held in front of the Alden Road Township building.

Ms. Zeller stated it would be a good idea to expose what the Commission has been doing, and it is an opportunity for us to have exposure as a Commission.

Ms. Schadt Sarah Joined the meeting 3:45 minuets into the meeting.

Stuart showed up at 6:32 into the meeting.

The Commission agreed to have the ceremony the first Wednesday in June 2 to coincide with the meeting.

7. NEW BUSINESS

A. Alden Road Scenic Drive Dedication Ceremony

Planning Responsibilities/Assignments

Mr. Gablenz stated he spoke to a Mr. Barnum who told him to provide the sign and they will take care of posting and mounting.. The sign would be on the southwest side of the intersection of Route 31 and Huntington Drive.

B. Scenic Road Sign Expenditure

Algonquin Hill Climb

Motion by Ms. Schadt, seconded by Ms. Jacobson to approve an expenditure for the Algonquin Hill Scenic Road sign, not to exceed $500.00.

All members voted aye on a roll call vote. Motion carried.

C. Demolition of Surveyed Structures

Notification Process

Mr. Greeley stated, the Commission was hoping, that the Planning and Development Department could have an internal procedure where, if a homeowner of a house of a certain age applied for a demolition permit, to give the Commission notice that the permit has been applied for so they can reach out to the owner to let the Commission, photograph and maybe convince them not to demolish the structure. This would be for a structure that has not been land marked.

Ms. Hanlon did discuss this with Mr. Sandquist, the Director of Planning and Development. The only thing we cannot do is hold up the demolition permits. The permit will still be issued, but the Commission will be notified right away. The Commission will be notified by e-mail when the permit is applied for. The applicant will also be told the Commission will be notified.

Motion by Ms. Schadt seconded by Mr. Stewart to have the Department of Planning and Development notify the Historic Preservation Commission when a demolition permit is applied for, for any property 50 years or older from the date of application.

All members voted aye, motion carried.

Documenting Lost Structures

D. McHenry County Conservation District Building Demolition Program

Review Request

The Commission reviewed photographs of some of the buildings the McHenry County Conservation District wants demolished.

Mr. Greeley stated MCCD wanted the Commission's confirmation that we are not considering any of the buildings for land marking so they can proceed with their demolition.

E. Certified Local Government (CLG) Responsibilities

Mr. Greeley noted it was pointed out that one of the amendments we made to our By-Laws did not comply with our requirements with the State. The By-Laws state the annual report has to be completed within 60 days of the County's fiscal year which would be February 1.

Mr. Greeley was hoping for some more time and suggested to move the date to April, but it has to be moved to comply with that provision.

Motion by Ms. Schadt, seconded by Mr. Gablenz to set the date to complete the annual report by February 1. All members voted aye, motion carried.
