Mayor Kelly called the Regular City Council Meeting to order and led the pledge to the flag at 7:00 pm. City Clerk Moller called roll to establish a quorum. Aldermen present: Haderlein, Schulz, Lavallee, Carncross, Gorman, Meza and Perkins. Alderwoman Luna was absent. Also present: Treasurer Bejot, Code Enforcement Officer Nutley, Supt. Parks & Rec Knop, Supt. Public Works Kruckenberg, City Attorney Jennifer Gibson and members of the audience.

ADMINISTRATION COMMITTEE MEETING MINUTES NOVEMBER 9, 2021 - APPROVED
A motion was made by Alderman Carncross, seconded by Alderwoman Haderlein to approve the Administration Committee Meeting Minutes of November 9, 2021, as presented. Roll call vote: Haderlein, aye; Carncross, aye; Gorman, aye and Perkins, aye. All ayes. Motion carried.
TRANSPORTATION COMMITTEE MEETING MINUTES NOVEMBER 11, 2021 - APPROVED

CMAP PRESENTATION
Patricia Mangano, CMAP Project Manager and Jill Kramer, Program Manager from Jacobs Engineering gave an overview and outcome of the Capital Improvement Program (CIP) Technical Assistance Program. The in depth workshop was provided through a CMAP grant and was designed to increase the capacity of City staff and elected/appointed officials to develop an efficient and effective capital plan. Alderman Schulz asked if the project deliverables as noted in the presentation could be made available to the City Council. At Alderwoman Haderlein’s inquiry, Mayor Kelly indicated that the actual finalized Capital Improvement Project has not been completed; the goal is to have it close to completion in time for the budgeting workshop. Mayor Kelly thanked Patty and Jill for their help on the project.
HARVARD HISTORICAL SOCIETY REQUEST TO ERECT SIGN IN RIGHT OF WAY - APPROVED
Representatives from the Harvard Historical Society were in attendance. A motion was made by Alderman Perkins, seconded by Alderman Meza to approve the Harvard Historical Society request to erect a sign in the right of way at 308 N. Hart St. Roll call vote: Gorman, aye; Meza, aye; Perkins, aye; Haderlein, aye; Schulz, aye; Lavallee, aye and Carncross, aye. Motion approved seven to zero.
CLASS A LIQUOR LICENSE FOR JCS CORPORTION - APPROVED
Alderman Schulz recused himself from the meeting at 7:30 pm.
JCS Corporation has submitted a Class A Liquor License application for 335 S. Division St. Application fee has been paid. Background check is satisfactory. The petitioners were in attendance. A motion was made by Alderman Carncross, seconded by Alderwoman Haderlein to approve the liquor license application as presented.
• Alderwoman Haderlein confirmed that the building in question was the old currency exchange. She further inquired if there was a limit on licenses; Mayor Kelly indicated the only limitation is in the downtown district.
• Alderman Perkins inquired as to the exact nature of the business, i.e. gaming or convenience store. Alderman Meza translated for the petitioners who indicated they would not be selling food. Their plan is to have a gaming parlor.
• Alderman Carncross stated it would be nice to have the building occupied.
Roll call vote: Meza, no; Perkins, no; Haderlein, aye; Lavallee, aye; Carncross, aye and Gorman, aye. Motion approved four to two.
Alderman Schulz returned to the meeting at 7:34 pm.
AWARD PROPERTY AND LIABILITY INSURANCE 12/2/2021 - 12/01/2022- APPROVED
Mayor Kelly noted this is a lower premium than through the previous provider in 2021. A motion was made by Alderwoman Haderlein, seconded by Alderman Perkins to award the property and liability insurance coverage to Travelers and Liberty Mutual Insurance Co./Broker Presidio Group with an annual premium of $100,011.00 and to authorize the execution of all necessary documents. Roll call vote: Perkins, aye; Haderlein, aye; Schulz, aye; Lavallee, aye; Carncross, aye; Gorman, aye and Meza, aye. Motion approved seven to zero.
PROPOSED TAX LEVY - ORD. 2021-124 APPROVED
A motion was made by Alderman Schulz, seconded by Alderman Carncross to adopt the proposed Tax Levy Ordinance pursuant to the Finance Committee’s recommendation. Roll call vote: Haderlein, aye; Schulz, aye; Lavallee, aye; Carncross, aye; Gorman, aye; Meza, aye and Perkins, aye. Ordinance 2021-124 approved seven to zero.
TAX LEVY ABATEMENT FOR WATER/SEWER AND TIF BONDS – ORD. 2021-125 APPROVED
The abatement is meant for those revenue bonds issued in the water system and TIF District. There is sufficient revenue to pay for the principal and interest. ORDINANCE AMENDING SECTION 12.04, DOGS AND CATS – ORD 2021-127 APPROVED
A motion was made by Alderman Carncross, seconded by Alderwoman Haderlein to approve the Administration Committee’s recommendation and to adopt the proposed ordinance amending Section 12.04, Dogs and Cats. ORDINANCE AMENDING SECTION 27.04.E.1, NOISE, CITY SOUND PERMIT ORDINANCE 2021-128 APPROVED
A motion was made by Alderwoman Haderlein, seconded by Alderman Schulz to approve the Administration Committee’s recommendation and to adopt the proposed ordinance amending Section 27.04.E.1, Noise, City Sound Permit. TRANSPORTATION COMMITTEE RECOMMENDATION/MUNICIPAL SALES TAX DEDICATED TO ROAD IMPROVEMENTS - APPROVED
A motion was made by Alderman Perkins, seconded by Alderman Gorman to approve the Transportation Committee’s recommendation to have staff draft an ordinance to be presented to the City Council at the December meeting to get the measure on the ballot at the June 28, 2022 election. Roll call vote: Gorman, aye; Meza, aye; Perkins, aye; Haderlein, aye; Schulz, aye; Lavallee, aye and Carncross, aye. Motion approved seven to zero.
TRANSPORTATION COMMITTEE RECOMMENDATION/SIDEWALK PROGRAM - APPROVED
Alderman Gorman outlined the Committee’s recommendations regarding the sidewalk program. The current list of sidewalks along Rt. 14 will be delayed at least one year due to additional requirements by IDOT. The Committee reviewed the current list of sidewalk ratings and determined it would be in our best interest to have this list be the 2022 sidewalk program with the Rt. 14 sidewalks acting as a 2023 project.
The Committee would like to do the following sidewalks in 2022:
• 2nd Street both sides from Burbank Street to Brown Street
• 2nd Street from Brown Street to Blackman Street on the West side.
All intersection corners will be done to ADA standards. From now on, approval for the sidewalk program will be for the same year as the road program, so it will always be a full year ahead.

DEPT. HEADS REPORT

Supt. Grant noted that the plant is going vertical with concrete and moving along pretty good. Supt. Kruckenberg reported there have been 37 main breaks to date for the year.
Deputy Chief Bauman reported that the department has 100% participation with no shave November and double down December. Shop With a Cop will be held on December 5th at the Harvard Walmart.
COMMITTEE REPORTS
ALDERMAN MEZA
Alderman Meza related that the Harvard Events Committee Christmas in Harvard will be held on Saturday, December 4, 2021. Events will be held at Starline from 10 am – 3 pm, with the parade at 5 pm, followed by the lighting of the Christmas tree with light refreshments.

MAYOR’S REPORT
Mayor Kelly reported that the Harvard EDC is having a Visioning Strategy Workshop in January engaging the same facilitator that the City used.
Christmas in Harvard will be the last event for the Events Committee before they go on to become the Harvard Parks Foundation.
