City of Harvard Committee of the Whole met Jan. 11.

Here are the minutes provided by the committee:

Mayor Kelly called the meeting to order at 6:31 pm. Members Present Mayor Michael Kelly, Alderwoman Haderlein, Alderwoman Luna, Alderman Gorman, Alderman Perkins, Alderman Lavallee, and Alderman Meza. Also, present were, City Administrator Nelson.

Review of Strategic Plan

Mayor Kelly reviewed the goals as set forth in the strategic plan.

• The IGA with the Library should be ready for Administration Committee review at its February 2022 meeting.

• The IGA with the school district is ongoing. A template has been made and blanks need to be filled in. The pandemic is really slowing down the process.

• Arts and Culture special committee. The Mayor would like to have this Special committee set up by the next COW meeting. The location of the downtown mural is ongoing and looking for space.

• Downtown Wi-Fi should be a 2023 project

• Arts and Culture master plan need get organized

• Capital Improvement plan funding strategy. The Staff has undergone a specific training and should have the plan ready for presentation In April or May of this year.

• Comp Plan land use strategy is on hold.

• The changes in State and Federal representatives will delay seeking partnerships with our legislators, and developing a legislative agenda.

• We have completed improving the Police Facility and the Parks and Recreation Committee is currently working on a master plan for walking/bike paths.

Unrelated to the Strategic plan Mayor Kelly gave an update on Motorola and the process of the TIF. The city has received a proposal to conduct a feasibility study but are waiting for the developer to respond with our inquiry. As soon as we know more Mayor Kelly will update everyone then.

Motion by Alderwoman Haderlein seconded by Alderman Perkins to adjourn the meeting. All ayes Meeting adjourned at 5:58 pm.
