City of Harvard City Council met March 22.

"Public Hearing pursuant to the requirements of Sections 10 and 20 of the Bond Issuance  Notification Act of the State of Illinois, as amended on the plans to issue Taxable General  Obligation Bonds (Alternate Revenue Source), Series 2022 in the amount not to exceed  $4,950,000. "

 • Committee action to approve minutes as presented. 

6. Community Development Committee Meeting Minutes of March 16, 2022 

• Committee action to approve minutes as presented. 

7. Consent Agenda  

Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member requests that an item  be removed from the consent agenda for separate action.

8. Individual Action Consent Agenda Items

9. Petition for Variation from Section 14.04., Signs, for property located at 62 N. Ayer St. 

• The petitioners, Integrity Sign Co. and Harvard Community Health Partnership, are requesting  relief from Section 14.04B&C, Signs, for property located at 62 N. Ayer St. The fee has been  paid. Action requested is to approve or deny the petition. 

10. Park Board Recommendation Regarding Mayor’s Monarch Pledge 

• Action requested is to review the Park Board’s recommendation.

11. Harvard Milk Days – Proposed Routes for the 2 Mile Walk, 5K & 10K Run 

• Action requested is approval of the proposed routes as presented. 

12. Renewal of City Hall Loan Agreement 

• Action requested is to authorize the Mayor’s execution of all loan documents. 

13. Proposed Ordinance Amending Section 25.06, B.1 Beer Garden & B.3 Sidewalk Café Certificates • Per the Administration Committee’s recommendation, action requested is to approve the ordinance  as presented. 

14. Police Car Purchase  

• Per the Administration Committee’s recommendation, action requested is to order the squad cars that are tentatively budgeted for the next fiscal year. 

15. Building Permit Review 

• Per the Community Development Committee’s recommendation, action requested is to approve  a proposal that the permit fees for Foxtail Properties for four homes be reduced to $4,200; the homes need to be built in an 18-24 month window. 

16. Budget Public Hearing on April 26, 2022 @ 7 pm
