8. Individual Action Consent Agenda Items

• City Council Action on any item removed from the consent agenda.

9. Payment of Bills

• Action requested is to approve payment of the bills in the amount of $1,200,326.63

10. Planning & Zoning Commission Recommendation – October 18, 2022

• Review the Planning and Zoning Commission's recommendation to approve the petition submitted by BVRW LLC, Harvard Series, 10816 Genoa Road, Genoa, IL 60135. The petitioner is seeking relief from Section 8.3.F.5, Principal Use Standards, Drive-Through Facility, to eliminate the bail out lane requirement for the proposed Dunkin Donuts, 345 South Division St. Will require City Council action to approve or reject the Commission's recommendation.

11. CUSD 50 Variation from Section 27.06, Fireworks

• Action requested is to sanction the Mayor’s approval of a variation for School District 50 to allow a fireworks display on October 14th to be held at the Harvard High School football field.

12. Video Gaming License

• Revolution Golf HD is requesting reinstatement of an Electronic Gaming Devices Certificate at 75-77 N. Ayer St. Action requested is to approve the license, pending payment of fees.

13. Proposed Ordinance Authorizing Sale of Surplus Property

• The proposed ordinance provides for a declaration and sale/disposal of personal surplus property which is no longer necessary or useful to the City. Action requested is to approve the proposed ordinance.

14. Proposed Tax Levy Ordinance

• Action requested is to approve the proposed tax levy ordinance pursuant to the Administration Committee’s recommendation.

15. Proposed Tax Levy Abatement Ordinance

• The abatement is meant for those revenue bonds issued for the water system, police pension liability and TIF District. Pledged revenues are sufficient to pay for the principal and interest. Action requested is to approve the proposed ordinance.

16. Administration Committee Recommendation

• Action requested is to approve the Committee’s recommendation to authorize the staff to draft an ordinance that regulates call in procedures for public meetings that closely follows the Waukegan ordinance.

17. Community & Economic Development Committee Recommendations

• Action requested is to approve the Committee’s recommendation to authorize the staff to foreclose upon the properties located at 307 Grant Street and 607 W. Blackman Street.
