Village of Johnsburg President and Board of Trustees met Oct. 4.

President Hettermann called the meeting to order at 7:00 p.m. in the Village Hall.

AUDIENCE PARTICIPATION - Mary Algozine and David Hayes attended to introduce themselves as the new tenants of the units at Val-mar Center which formerly housed Stuckeys. They discussed opening a new restaurant geared towards families and older adults with affordable, good food. The menu will include daily specials such as family style meals, tacos, sandwiches and appetizers. Discussion occurred regarding special events that took place in the parking lot while COVID restrictions were in place. President Hettermann explained that the Village gave some consideration to restaurant owners during that time because of the economic hardships suffered due to the pandemic. He explained that the activities cannot continue in the parking lot now that COVID restrictions have been lifted as the area needs to remain open for emergency access to the building. President Hettermann encouraged the owners to make their submission for liquor and other licensing requirements as soon as possible because the process can be lengthy.
OMNIBUS AGENDA - Trustee Foreman moved to approve the Omnibus Agenda. Trustee Klemstein seconded the motion. Trustee Hagen requested the removal of Ordinance 22-23-09 from the agenda. All Trustees voted aye on the roll. Motion carried.

ORDINANCE 22-23-09 AMENDING SECTION 10 REGARDING BEEKEEPING - Trustee Foremann moved to approve Ordinance 22-23-09. Trustee Klemstein seconded the motion. Trustee Hagen questioned if the activity could take place on parcels measuring less than one acre. Ms. Sofiakis explained that reducing the lot size cannot is not an option under the petition currently before the Board as the request was published specificially for properties measuring one acre or greater. If someone desires to pursue beekeeping on a parcel less than one acre, they would need togo before the Planning & Zoning Commission to to make the request in accordance with the Zoning Code. All Trustees voted aye on the roll. Motion carried.
PRESIDENT’S REPORT – President Hettermann requested a report from Trustee Foremann regarding Celebration in the Park. Trustee Foremann reported that the event was a great success with a good turnout of volunteers. She added that the weather was very accommodating and she received many compliments on the music, fireworks, and food.
Trustee Foremann reported that the parade route for Holiday Magic needs to be firmed up as it was agreed that last year’s route was too long. The Board discussed going through the neighboring subdivision again, but on a shorter route. Trustee Foremann added that a specific finishing point needs to be established to avoid confusion.
President Hettermann asked that all Trustees plan to discuss the status of their assigned projects at Committee of the Whole meeting on October 27th
OLD BUSINESS
#JOHNSBURG LIFE - Trustee Hagen requested input from the Board on drawings that were developed for the #Johnsburg Life initiative. Discussion took place followed by a consensus of the Board that drawing #3 was the desired choice but that the heart on the structure should be reduced in size and raised up on the building, golf clubs should be added in the back of the golf cart and incorporating the actual roundabout shape rather than the round image representing the roundabout.
FLAG POLE AT HILLER PARK – Mr. Lamontagna reported that J-2 Concrete is pouring the concrete for the flag poles and project is proceeding. He explained that the location is 30 feet north of concession stand at Hiller Park and will be visible from the athletic fields
LIGHTNING STRIKE WARNING SYSTEM - Trustee Curry inquired as to the status of looking into a lightning strike warning system. Trustee Foremann stated that the Community Affairs Committee discussed the system and is torn on the matter. She added that their research reflected that not many parks have them and those that do are in much larger towns that have park districts and more revenues to support the expense. She questioned how quickly the infrastructure would become outdated because of everchanging technology. President Hettermann suggested that if the sports organizations want the improvement, they get together to pursue and fund it jointly. He questioned if other sports organization have expressed an interest. Trustee Curry stated that he would go back to the Jr. Skyhawks members that expressed interest to get more information and see if other orgnaizations are interested as well. President Hettermann questioned if the technology will soon be available via cell phones. He suggested that the Township and Ringwood be approached as well.
PRESS BOX FOR MULTI-USE FIELDS - Trustee Curry sought the Board’s support to pursue a press box on the multi-purpose field at Hiller Park. He proposed it’s located on the east side of the field, at the 50 yard line, setback 30 feet. He explained that it would be a two store building providing storage undernearth, measuring 12x24 feet with the height not to exceed 18 feet. Trustee Curry explained that before spending money on an architect, he wanted to make sure the Board is okay with the improvement. President Hettermann stated that he supports the improvement and pointed out that it needs to be of masonry construction consistent with the plans for the dugouts. Trustee Foremann questioned if its location will interfere with the use of the property for Celebration in the Park. Trustee Curry stated that it should not have an impact because of its location on the east side of the field. All concurred with having an architect proceed with plan preparation.
ADJOURNMENT – Trustee Letzter moved to adjourn the meeting. Trustee Curry seconded the motion. All Trustees voted aye. Motion to adjourn was carried at 7:50 p.m.
