10. Payment of Bills
• Action requested is to approve payment of the bills in the amount of $709,344.11.
11. Public Works Supt. Jim Kruckenberg Retirement
• Action requested is to accept Public Works Supt. Kruckenberg’s letter of retirement, with sincere regrets, with his last day in office on April 28th, 2023.
12. Video Gaming Licenses
a) Bopp’s LLC has been approved by the Illinois Gaming Board and is requesting approval of an Electronic Gaming Devices Certificate at 103 E. Front St. The fees have been paid. Action requested is to approve the license.
b) Los Jalapeno Brothers Family Restaurant has been approved by the Illinois Gaming Board and is requesting approval of an Electronic Gaming Devices Certificate at 21 N. Ayer St. The fees have been paid. Action requested is to approve the license.
13. IDOT Resolutions Ayer Street Streetscape Project
• There are two IDOT Resolutions for the Ayer Street Streetscape Project. One resolution authorizes the City to use our full allotment of RBI funds on the project in the amount of $622,594.50. The second resolution authorizes the City to use MFT funds for the balance in the amount of $20,000. Action requested is to adopt the resolutions as presented.
14. Award Bid Ayer Streetscape Project
• The bid opening for the Ayer Streetscape Project was held on February 16, 2023. Action requested is to award the contract to Schroeder Asphalt Services for their low bid amount of $634,835.15 for the base bid and $680,032.15 for the alternate bid and to authorize execution of all contract documents.
15. Resolution Authorizing the Participation in the Northern Illinois Municipal Electric Collaborative (NIMEC) and Authorizing the Mayor to Approve a Contract with the Lowest Cost Electricity Provider for a Period up to 36 Months.
• The proposed resolution is for the annual NIMEC bid for the City’s commercial accounts and authorizes the execution of all necessary contract documents.
16. Zoning Map Update
• Action requested is to approve the proposed ordinance adopting the 2023 Zoning Map and authorizing the City Clerk to publish in the Northwest Herald.
17. Transportation Committee Recommendation – 2023/2024 MFT Budget
• Action requested is to approve the Committee’s recommendation to allocate $120,000.00 of MFT funds for rejuvenation of roadways built in the last five years and the remaining $100,000.00 of MFT funds to be used for stop/gap repair projects.
18. Administration Committee Recommendation – No Parking Locations
• Action requested is to approve the Committee’s recommendation to adopt the proposed ordinance Amending Section 15.07-B, Regarding No Parking on Front St., as presented.
19. Administration Committee Recommendation – Traffic, Violation/Penalty • Action requested is to approve the Committee’s recommendation to adopt the proposed ordinance Amending Section 15.22 (A) and (B), Violation/Penalty, as presented.
20. Administration Committee Recommendation - Banquet Hall License
• Action requested is to approve the Committee’s recommendation to adopt the proposed ordinance Amending Section 21.15 (A), License Required, as presented.
21. Proposed Ordinance Declaration/Authorizing Sale of Surplus Property
• Action requested is to approve the Administration Committee’s recommendation to adopt the proposed ordinance as presented.
22. CGI Communications, Inc., Community Video Program
• Action requested is to approve the Committee’s recommendation to approve an agreement with CGI Communications, Inc., d/b/a CGI Digital for a Community Video Program.
