Here are the minutes provided by the council:

Mayor Kelly called the Regular City Council Meeting to order and led the pledge to the flag at 7:00 pm. City Clerk Moller called roll to establish a quorum. Aldermen present: Haderlein, Schulz, Lavallee, Carncross, Gorman, Perkins and Luna. Alderman Meza was absent. Also present: City Administrator Leone, Treasurer/Finance Director Bejot, Code Enforcement Officer Nutley, Deputy Chief Sacco, Supt. Parks & Rec Knop, Supt. Public Works Kruckenberg, Supt. Utilities Grant, City Attorney Brandy Quance and members of the audience.

ADMINISTRATION COMMITTEE MEETING MINUTES

A motion was made by Alderman Gorman, seconded by Alderman Perkins to approve the Administration Committee Meeting Minutes of March 9, 2023, as presented, and to send the Administration Committee Meeting Minutes of February 25, 2023, back to committee for more fill in to include changes made, subtotals by department and the grand total. Alderman Gorman related that the Finance Director can provide the data requested. Roll call vote: Haderlein, aye; Carncross, aye; Gorman, aye and Perkins, aye.

Motion approved four to zero.

TRANSPORTATION COMMITTEE MEETING MINUTES - APPROVED

A motion was made by Alderman Perkins, seconded by Alderwoman Haderlein to approve the Transportation Committee Meeting Minutes of March 22, 2023, as presented. Roll call vote: Lavallee, aye; Gorman, aye; Perkins, aye and Haderlein, aye. Motion approved four to zero.

CONSENT AGENDA - APPROVED

The items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member requests that an item be removed from the Consent Agenda for separate action.

Alderman Gorman requested that the following items be removed from the Consent Agenda:

A motion was made by Alderman Schulz, seconded by Alderman Perkins to approve the Consent Agenda, Items #6c-n, as presented. Roll call vote: Lavallee, aye; Carncross, aye; Gorman, aye; Perkins, aye; Luna, aye; Haderlein, aye and Schulz, aye. Motion approved seven to zero.

INDIVIDUAL ACTION CONSENT AGENDA ITEMS

A motion was made by Alderman Gorman, seconded by Alderman Schulz to approve the Regular City Council Meeting Minutes of February 28, 2023, as presented, and to send the Special City Council Committee of the Whole Meeting Minutes of March 9, 2023, back to the Committee for rewrite to include committee decisions and assignments that were made. Roll call vote: Carncross, aye; Gorman, aye; Perkins, aye; Luna, aye; Haderlein, aye; Schulz, aye and Lavallee, aye. Motion approved seven to zero.

A motion was made by Alderman Gorman, seconded by Alderman Schulz to approve the Administration Committee Meeting Minutes of March 9, 2023, as presented, and to remove the Administration Committee Meeting Minutes of February 25, 2023. Roll call vote: Gorman, aye; Perkins, aye; Luna, aye; Haderlein, aye; Schulz, aye; Lavallee, aye and Carncross, aye. Motion approved seven to zero.

PAYMENT OF BILLS - APPROVED

A motion was made by Alderwoman Haderlein, seconded by Alderman Perkins to approve payment of the bills as presented in the amount of $794,376.30. Roll call vote: Perkins, aye; Luna, aye; Haderlein, aye; Schulz, aye; Lavallee, aye; Carncross, aye and Gorman, aye. Motion approved seven to zero.

MAYOR’S MONARCH PLEDGE - APPROVED

The Mayor’s Monarch pledge supports the National Wildlife Federation initiative to create habitat for pollinators. A motion was made by Alderman Perkins, seconded by Alderman Carncross to approve the pledge commitment for 2023. Roll call vote: Perkins, aye; Luna, aye; Haderlein, aye; Schulz, aye; Lavallee, aye; Carncross, aye and Gorman, aye. Motion approved seven to zero.

RELINQUISH TOBACCO LICENSE HARVARD TOBACCO, INC., 24 N. AYER ST. - APPROVED

A motion was made by Alderman Schulz, seconded by Alderman Carncross to accept the relinquishment of the Tobacco License submitted by Kashif Ali Syed, Harvard Tobacco, Inc., d/b/a Harvard Cigarettes & Cigar, 24 N. Ayer St., upon approval of a license issued to Muhammad Aslam, Harvard Discount Tobacco Hub LLC. Roll call vote: Luna, aye; Haderlein, aye; Schulz, aye; Lavallee, aye; Carncross, aye; Gorman, aye and Perkins, aye. Motion approved seven to zero.

TOBACCO LICENSE, HARVARD DISCOUNT TOBACCO HUB LLC., 24 N. AYER ST. - APPROVED

Muhammad Aslam has submitted a Tobacco License Application for Harvard Discount Tobacco Hub LLC, 24 N. Ayer St. The fees have been paid. A motion was made by Alderman Carncross, seconded by Alderwoman Haderlein to approve the tobacco license application as presented. Roll call vote: Haderlein, aye; Schulz, aye; Lavallee, aye; Carncross, aye; Gorman, aye; Perkins, aye and Luna, aye. Motion approved seven to zero.

HARVARD MILK DAYS PROPOSED ROUTES FOR THE 2 MILE WALK, 5K & 10K RUN - APPROVED

A motion was made by Alderman Schulz, seconded by Alderman Carncross to approve Harvard Milk Days proposed routes for the 2 Mile Walk, 5K and 10K Run to be held on Saturday, June 3rd, 2023; the routes are the same as in 2022. Roll call vote: Schulz, aye; Lavallee, aye; Carncross, aye; Gorman, aye; Perkins, aye; Luna, aye and Haderlein, aye. Motion approved seven to zero.

ADMINISTRATION COMMITTEE RECOMMENDATION POLICE CAR EARLY PURCHASE - APPROVED

A motion was made by Alderman Perkins, seconded by Alderman Carncross to approve the Committee’s recommendation to order the two new police cars that have been tentatively budgeted for in the next fiscal year. Roll call vote: Lavallee, aye; Carncross; aye; Gorman, aye; Perkins, aye; Luna, aye; Haderlein, aye and Schulz, aye. Motion approved seven to zero.

TRANSPORTATION COMMITTEE RECOMMENDATION 2023 MFT ROAD PROGRAM - APPROVED

A motion was made by Alderwoman Haderlein, seconded by Alderman Gorman to approve the Committee’s recommendation to approve the designated roads for the MFT Road Program (preservation/stop-gap) as discussed by the Committee. Roll call vote: Carncross, aye; Gorman, aye; Perkins, aye; Luna, aye; Haderlein, aye; Schulz, aye and Lavallee, aye. Motion approved seven to zero.

PUBLIC HEARING FOR BUDGET ON APRIL 25, 2023

Info: There will be a public hearing on April 25, 2023, at 7 pm to review the FY23/24 budget.

DEPT. HEADS REPORT

Written reports as submitted.

Utilities Supt. Grant updated the City Council on the WWTF project. There have been about 6 equipment startups and training sessions this month. A tentative date has been set for the third week in April to start putting the ditch online which will allow them to start decommissioning and demolition of the old sections of the plant.

Code Enforcement Officer Nutley reported that she has received everything back from City Engineer Gary Rozwadowski for the Ayer Streetscape Project. A preconstruction meeting will be held with Schroeder Asphalt.

Supt. Kruckenberg reported that Public Works is still chipping after the recent ice storm; hopefully to be finished this week, first time through town. The department is also cold patching. He will be meeting Fer-Pal on Wednesday, March 29th reference the water main lining from Burger King down to McComb.

Supt. Knop reported that he successfully completed the American Red Cross Life Guard Instructor Course so lifeguards can be trained in-house. With the Red Cross Life Guard Program, he can instruct up to 15 different courses. He is reaching out to all the sports organizations to offer First Aid, CPR and AED for adults and pediatrics at cost.

Deputy Chief Sacco updated the City Council on the status of the new hire which is in the final stages of the background check/investigation. The next exam is April 6th which will move him into the next phase and ready to go to police the academy in May. This will bring the department into a full complement.

COMMITTEE REPORTS

ALDERWOMAN HADERLEIN

Alderwoman Haderlein brought up discussion to set a date for the next Administration Committee Meeting. Their normal date would be April 12th but she is not available that date. The Committee Meeting was scheduled for Tuesday, April 11th at 6:30 pm.

Alderwoman Haderlein passed out a brochure outlining a program called Raices Latinas to be held at the Opera House in Woodstock on Thursday, March 30th, at 5:30 pm. Residents of Harvard may be interested in the program which will be exploring the history primarily of Mexican migrants to work on the farms in McHenry County and the contributions they have made to the economy and culture.

ALDERMAN PERKINS

Alderman Perkins brought up the no parking signs that used be on Ayer St. The ordinance prohibited trucks from parking in the first two spaces at all four corners on Ayer St. from Park Street to Sumner St. He thought they were probably taken down when Ayer St. was redone with the bump out. He has seen several inquiries on 411 about bringing back the restrictions and would like to refer the discussion back to the appropriate committee to bring the signs back. Mayor Kelly thought that the Transportation Committee would be the most appropriate.

ALDERMAN GORMAN

Alderman Gorman related that he wasn’t going to have a Transportation Committee Meeting in April. After discussion, Alderman Perkins’ request will be added to the Administration Committee Agenda.

TREASURER’S REPORT

Report as submitted.

NO REPORT

City Attorney Quance and Aldermen Carncross, Lavallee, Schulz and Luna had no additional report.

ADMINISTRATOR’S REPORT

City Administrator Leone related that the final interview with the Community Development Director candidates will be held on March 29th. The window closed today for receiving applications for the Public Works Supt; five applications were received. Interviews will be scheduled for next week.

CLERK’S REPORT – UPCOMING MEETING DATES

The filing deadline for Economic Interest Statements is May 1st.

MAYOR’S REPORT

• The two final candidates for the Community Development Director will go before the Committee tomorrow night. He expects a decision will be made by the end of the week to make an offer.

• The application window for the Public Works Supt. has closed; interviews will be scheduled for next week.

• There is a new grant program introduced by the State of Illinois called B2B, Back 2 Business, to provide grant funding for loss of income/revenue from 2021 for businesses that were affected due to the pandemic. Specifically, it is for hotels, restaurants and the arts. Harvard has a hotel, a number of restaurants as well as Starline and artists that may qualify. The application period is from April 5 – May 10. There are webinars available for FAQ; the state has further set up resources to help people navigate through the application process.

Alderman Schulz said he would like to recognize Tom Condon who resigned from the Planning & Zoning Commission. Tom served on the Commission for ten years, was the head of Dean Foods for a long time and very supportive of Milk Days. Alderman Schulz thanked Tom for his contribution to the community. City Clerk Moller noted that a plaque has been ordered for him.

Mayor Kelly noted he is looking for people to serve on the Commission as there are now two vacancies.

A motion was made by Alderman Perkins, seconded by Alderman Schulz to adjourn the meeting. Aldermen voting aye: Haderlein, Schulz, Lavallee, Carncross, Gorman, Perkins and Luna. All ayes. Motion carried.

Meeting adjourned at 7:25 pm.
