I. Call to Order

The meeting was called to order at 6:00 p.m. by Mayor Kownick.

II. Roll Call

The roll was called and all were present.

III. Pledge of Allegiance

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum

There being no comments, Mayor Kownick closed Open Forum at 6:01 p.m.

V. Mayor's Report

Mayor Kownick stated Congresswoman Jan Schakowsky will be visiting Cary on Monday, April 10, 2023, from 6:00-7:00 p.m. for a Town Hall meeting. The public is invited to attend.

A. Employee Recognition - Jeff Eichhorn, Police Department, 20-Year Employment Anniversary

Mayor Kownick recognized Jeff Eichhorn of the Cary Police Department on his 20- year employment anniversary.

B. Employee Recognition - Chad Fetzer, Police Department, 20-Year Employment Anniversary

Mayor Kownick and Danny Brezina proclaimed April as Autism Awareness and Acceptance Month

F. Proclamation - National Public Safety Telecommunicators Week - April 9-15, 2023 Mayor Kownick proclaimed April 9-15, 2023, April 9-15, 2023, as National Public Safety Telecommunicators Week.

G. Proclamation - Earth Day - April 22, 2023 Mayor Kownick proclaimed April 22, 2023, as Earth Day.

H. Proclamation - Arbor Day - April 28, 2023 Mayor Kownick proclaimed April 28, 2023, as Arbor Day.

VII. Consent Agenda

Motion: I will entertain a motion to approve Consent Agenda items A-M as shown on the Village website and as displayed on the video monitor during the Village Board meeting.

Motion moved by Trustee McAlpine and motion seconded by Trustee Walrath. Motion Passed.

C. Consider for Approval the Village of Cary Police Commission Annual Report for 2022

D. Consider for Approval an Ordinance Declaring Certain Police Department Equipment as Surplus Property

E. Consider for Approval the Closure of First Street from Three Oaks Road to Route 14 and Park Avenue from First Street to Franke Street for the Memorial Day Parade and Ceremony on May 29, 2023, Beginning at 10:00 a.m.

F. Consider for Approval a Resolution Authorizing the Village Administrator to Execute a Construction Services Agreement with HR Green, Inc., McHenry, IL, for Services Associated with the 2023 Roadway Resurfacing Program in the Amount Not to Exceed $81,298.00 and Authorize the Village Administrator to Approve a Ten Percent Contingency for Unforeseen Changes in Scope for a Total Project Budget of $89,427.80

G. Consider for Approval a Resolution Awarding the 2023 Road Program Contract to the Lowest Responsive and Responsible Bidder, Geske & Sons, Inc., Crystal Lake, IL in an Amount Not to Exceed $1,269,765.66 and Authorize the Village Administrator to Approve a 10% Contingency for Unforeseen Changes in Scope for a Maximum Project Budget of $1,396,742.23

H. Consider for Approval a Resolution Approving a One-Year Extension of the Contract for the 2022 McHenry County Municipal Partnering Initiative Street Sweeping Services Joint Bid with Lakeshore Recycling Systems and Authorizing the Village Administrator to Execute a Contract in an Amount Not to Exceed $65,000.00 in FY2023-24

I. Consider for Approval a Resolution Authorizing the Village Administrator to Execute a One-Year Contract Extension for Landscape Maintenance Services to RB Enterprises, Aurora, Illinois in an Amount Not to Exceed $103,000.00

J. Consider for Approval a Resolution Appropriating $1,380,000.00 in Motor Fuel Tax Funds for the Purpose of Maintaining Streets and Highways under the Applicable Provisions of Illinois Highway Code for FY23-24

K. Consider for Approval a Resolution Authorizing the Order for the 2023 Model Year Light-Duty Half-Ton Pickup Trucks as Part of the Fiscal Year 2023-2024 Vehicle Leasing and Replacement Program through Enterprise Fleet Management, Inc.

L. Consider for Approval the Employment Agreement for the Village Administrator

M. Consider for Approval a Resolution Adopting the Village of Cary Fiscal Year 2024 - 2028 Capital Improvement Program (CIP)

A. Consider for Approval the Village of Cary Annual Operating and Capital Budget for Fiscal Year May 1, 2023 to April 30, 2024

Motion: I will entertain a motion to approve the Village of Cary Annual Operating and Capital Budget for fiscal year May 1, 2023, to April 30, 2024.

Motion moved by Trustee Collier and motion seconded by Trustee Dudek. Motion Passed.

AYES: Collier, Covelli, Dudek, McAlpine, Walrath, Weinhammer

NAYS: None.

ABSTAIN: None.

IX. Administrator's Report

Administrator Morimoto stated the April 18, 2023, Village Board and Committee of the Whole meetings will be canceled due to scheduling conflicts.

X. Department Head Reports

Deputy Director Stein stated Spring Clean-Up will take place on April 15th for residents south of the railroad tracks and April 22nd for residents north of the railroad tracks.

Director Simmons stated the proposed TIF #3 project public meeting will take place on April 12, 2023 at the Cary Municipal Center at 6:00 p.m.

XII. Adjourn Motion:

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:25 p.m.

Motion moved by Trustee McAlpine and motion seconded by Trustee Dudek. Motion Passed.
