Village of Cary Board of Trustees met June 6

ATTENDANCE 

Village Board of Trustees 

Mayor Mark Kownick, Trustee Dale Collier, Trustee Rick Dudek, Trustee Ellen McAlpine, Trustee Anthony Stefani, Trustee Rick Walrath, Trustee Jennifer Weinhammer 

Others Present 

Village Administrator Morimoto, Assistant Village Administrator Sage, Community Development Director Simmons, Deputy Public Works Director Stein, Police Chief Finlon, Superintendent Kopacz, Assistant to the Public Works Director Bassuener, Village Attorney Uhler 

I. Call to Order 

The meeting was called to order at 6:00 p.m. by Mayor Kownick. 

II. Roll Call 

The roll was called and all were present. 

III. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance. 

IV. Open Forum 

Renee Maron of the Arlington Club subdivision asked if the subdivision could be removed from the potential Central Cary TIF District. 

Mayor Kownick stated removal of the Arlington Club subdivision was not possible, and encouraged Ms. Maron to attend the July 18, 2023, public hearing regarding the potential Central Cary TIF District. 

Nancy Campbell of the Arlington Club subdivision asked why the Hilltop subdivision is excluded from the potential Central Cary TIF District map, and how a TIF would affect the Arlington Club subdivision. 

Mayor Kownick stated staff will reach out to Ms. Campbell to discuss her concerns and encouraged her to come to the July 18, 2023, public hearing regarding the Central Cary TIF District. 

There being no further comments, Mayor Kownick closed Open Forum at 6:09 p.m. 

V. Mayor's Report 

A. Employee Recognition 

Employment Anniversary 

Tim Bassuener, Public Works Department, 1-Year 

Mayor Kownick recognized Tim Bassuener of the Public Works Department on his 1-year employment anniversary. 

B. Employee Recognition - Ron Raucci, Police Department, Retirement 

Mayor Kownick recognized Ron Raucci of the Police Department for his years of service and his upcoming retirement. 

VI. Trustee Reports 

None. 

VII. Public Hearing 

A. Village of Cary Public Right-of-Way Accessibility Transition Plan 

Mayor Kownick opened the Public Hearing regarding the Village of Cary's Public Right-of-Way Accessibility Transition Plan at 6:19 p.m. 

Assistant Village Administrator Sage stated the proposed plan is available for review on the Village's website. 

There being no comments, Mayor Kownick closed the Public Hearing at 6:20 p.m. 

VIII. Consent Agenda 

Motion: 

Mayor Kownick entertained a motion to approve Consent Agenda Items A-L as shown on the Village website and as displayed on the video monitor during the Village Board meeting. 

Motion moved by Trustee Collier and motion seconded by Trustee McAlpine. Motion Passed. 

AYES: Collier, Dudek, McAlpine, Walrath, Weinhammer, Stefani 

NAYS: None.

A. Consider for Approval the Warrant Dated June 6, 2023 

B. Consideration of the May 16, 2023, Village Board Meeting Minutes 

C. Consideration of the May 16, 2023, Committee of the Whole Meeting Minutes 

D. Consider for Approval the Appointment of Patrick Jasper to the Board of Zoning, Planning and Appeals with a Four-Year Term Beginning June 6, 2023 and Expiring April 30, 2027 

E. Consider for Approval the Appointment of Frank O'Laughlin to the Board of Zoning, Planning and Appeals with a Five-Year Term Beginning June 6, 2023 and Expiring April 30, 2028 

F. Consider for Approval the Appointment of Holly Kelps to the Board of Zoning, Planning and Appeals with a Five-Year Term Beginning June 6, 2023 and Expiring April 30, 2028. 

G. Consider for Approval the Appointment of Julie Castetter to the Board of Zoning, Planning and Appeals with a Five-Year Term Beginning June 6, 2023 and Expiring April 30, 2028 

H. Consider for Approval the Appointment of Dori Chianakas to the Police Commission Board with a Three-Year Term Beginning June 6, 2023 and expiring April 30, 2026 

I. Consider for Approval a Resolution Approving a Contract for Traffic Signal Maintenance with Meade Inc., Willowbrook, Illinois and Authorizing the Village Administrator to Execute a Contract in an Amount Not to Exceed $35,000.00 in FY2023-24 

J. Consider for Approval an Ordinance Amending the Village of Cary Municipal Code Title 13 - Water and Sewers, Chapter 13.04 - Use Regulations Section 13.04.090 - Outdoor Water Conservation 

K. Consider for Approval an Ordinance Amending the Village of Cary Municipal Code Title 10 - Vehicles and Traffic, Chapter 10.08 - Rules of the Road Section 10.08.220-Speed Restrictions 

L. Consider for Approval an Ordinance Declaring Certain Equipment as Surplus 

Property 

IX. Administrator's Report 

None. 

X. Department Head Reports 

Chief Finlon stated the Cary Police Department raised almost $5,000 for Illinois Special Olympics at the Cop on a Rooftop event on May 19th. 

Director Simmons stated the public hearing for the proposed Central Cary TIF District will be held on July 18, 2023, at the Cary Municipal Center. Director Simmons stated residents who have questions they would like addressed prior to the meeting are encouraged to contact the Community Development Department. 

XI. Future Agenda Items and Discussion by Village Board 

None. 

XII. Adjourn 

Motion: 

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:21 p.m. 

Motion moved by Trustee McAlpine and motion seconded by Trustee Collier. Motion Passed. 

AYES: Collier, Dudek, McAlpine, Walrath, Weinhammer, Stefani 

NAYS: None. 

ABSTAIN: None.
