Village of Johnsburg President and Board of Trustees met July 18.

Here are the minutes provided by the board:

President Hettermann called the meeting to order at 7:00 p.m. in the Village Hall.

PUBLIC INPUT - George Gianos of 1711 Sunnyside Beach Drive attended regarding the proposed Redwood development. He questioned if Redwood is unable to sell the units, will they have to be rented. President Hettermann explained that it is a rental development. Mr. Gianos questioned the anticipated rent. Ms. Sofiakis stated that it is estimated to be between $2,300-$2,400 per month.. Mr. Gianos questioned if Johnsburg Road will be improved to accommodate increased traffic. Mr. Hartnett stated that the traffic analysis reflects a minimal impact to Johnsburg Road and widening is not warranted. Mr. Gianos questioned the impact the development will have on fire and police services. President Hettermann stated that McHenry Township Fire Protection District handles fire services and an impact to police services is not anticipated.

Cheryl Markunas of 1310 Hayden Drive attended regarding an accident that occurred earlier in the summer by the high school in which a child on a bicycle was hit by a car. She questioned if the Village can look into a crosswalk in that location. President Hettermann stated that the Village was contacted by the school district regarding the matter and is looking into what can be done in coordination with the school.

OMNIBUS AGENDA – Trustee Foreman moved to approve the Omnibus Agenda. Trustee Hagen seconded the motion. All Trustee voted aye. Motion carried.

PRESIDENT’S REPORT – President Hettermann reminded all of the upcmong Council of Governments meeting on July 26th and Sunnyside Tavern’s Christmas in July fund raising event on July 22nd which raises funds for the Shop with a Cop Program

OLD BUSINESS 

ORDINANCE 23-24-02 REDWOOD USA LLC – Trustee Morris moved to approve Ordinance 23-24-02 Granting R-4 Zoning with a Special Use Permit for Planned Development to Accommodate a Residential Townhome Neighborhood on property generally located Southeast of North Johnsburg Road, North and Northeast of West Church Street and Northwest of Sunnyside Beach Drive. Trustee Foreman seconded the motion. Trustee Foreman remarked that Redwood did a good job addressing everyone’s questions. She acknowledged receipt of the rent comparisons which indicate the proposed rentals are in line with other area developments. She added that she reviewed the traffic analysis thoroughly and is encouraged that the development will not have a major traffic impact. Trustee Hagen expressed that it appears to be a nice development. All Trustees voted aye on the roll. Motion carried.

APPROPRIATION HEARING – Attorney Smoron explained the purpose of the Appropriation hearing. He discussed the difference between the budget, which is more specific, and the appropriations ,which establishes the Village’s legal spending limits. He stated that upon approving the Appropriation Ordinance, it will be filed with the County and added that the Village is encouraged to set the limits high to address unforeseen budgetary impacts. Mr. Smoron opened the hearing at 7:10 p.m. With no questions from the public, the hearing closed at 7:10 p.m.

ORDINANCE 23-24-04 APPROPRIATIONS - Trustee Klemstein moved to approve Ordinance 23-24-04 Making Appropriations for General Corporate Purposes for the Village of Johnsburg for Fiscal Year beginning May 1, 2023 and ending April 30, 2024. Trustee Letzter seconded the motion. Trustee Klemstein stated that the Finance Committee performed a review of the proposed appropriations and recommended approval. Trustee Foreman questioned if inflation played a role. Trustee Klemstein stated that it did not play a large role as those impacts had already been taken into consideration in budget preparation. Disucssion was had regarding the option to pursue a straight budgetary system. Attorney Smoron pointed out that the appropriations systems is likely the better alternative as it provides more flexibility. All Trustees voted aye on the roll. Motion carried.

RECESS FOR EXECUTIVE SESSION – Trustee Letzter moved to go into closed session for the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the Village. Trustee Fouke seconded the motion. All Trustees vote aye on the roll. Motion carried at 7:17 p.m.

RETURN TO REGULAR SESSION - Trustee Fouke moved to return to regular session. Trustee Morris seconded the motion. All Trustees voted aye on the roll. Motion carried at 7:52 p.m.

ADJOURNMENT – Trustee Foreman moved to adjourn the meeting. Trustee Letzter seconded the motion. All trustees present voted aye. Motion to adjourn was carried at 7:53 p.m.
