D. MANAGER’S REPORT NO. 234: 

1. Appointment of City Clerk (234a) Consent of the Mayor's nomination of Jane Howie for appointment to the position of City Clerk effective immediately, due to the retirement of Cindy Smiley on September 20, 2023.

2. Appointments of Board and Commission Members (234b) Consent of the Mayor's nominations for appointments to the City’s Boards and Commissions, specifically appointing an existing member to Chair the Commission and two new members to serve on the Arts Commission to fill open vacancies.

3. Ordinance – B-2 Liquor License for Woodstock Food and Liquor (234c) Approval of an Ordinance Amending Section 3.3.6, Classification of Licenses; Number and Fees of the Woodstock City Code, to modify an existing Class B-2 liquor license for new ownership and issue this license to SAI Krupa Enterprise, Inc., d/b/a Woodstock Food and Liquor with no change to the total number of licenses and contingent upon fulfillment of all requirements. DOC. 1 

4. Ordinance – A-6 Liquor License for Duke’s Inferno (234d) Approval of an Ordinance Amending Section 3.3.6, Classification of Licenses; Number and Fees of the Woodstock City Code, for the creation of a new Class A-6 liquor license and issuance to Duke’s Wood Fired Kitchen d/b/a Duke’s Inferno and contingent upon fulfillment of all requirements. DOC. 2 

5. Contract Award – Tennis Courts and Pickleball Courts (234e) Approval of a contract for the full removal, replacement, and re-striping of tennis courts to include both tennis and pickleball courts at Emricson Park and Olson Park be awarded to the lowest responsible bidder, DK Contractors Inc, Pleasant Prairie, WI, for a total bid price of $751,343; and authorize the City Manager or his designee to execute a contract.

6. Contract Award – Leaf Disposal Services (234f) Approval of a contract with Thelen Materials LLC, of Antioch IL, utilizing Home Rule authority and waiving of bids, for leaf disposal services for the 2023 season at a unit cost of $485 per hauled load; and authorize the City Manager or his designee to execute a contract.

7. Agreement – Legal Retainage for PFAS (234g) Approval to authorize and designate David McArdle from Zukowski, Rogers, Flood, and McArdle (ZFRM), or his designee, to serve as the City’s authorized representative and to retain Sher Edling LLP for matters related to PFAS Actions on behalf of the City in the manner described in the Legal Services Agreement. 8. Change Order – Old Courthouse Center Access Control (234h) Approval of the two proposals submitted by Imperial Surveillance to automate locks in certain areas of the Old Courthouse Center and authorize the City Manager or his designee to execute contracts in the amount of $40,600 as well as authorize City Staff to work with qualifying electrical and elevator contractors for conduit installation and other installation expenses with an estimated cost of $5,000.
