Village of Cary Committee of the Whole met Nov. 7

ATTENDANCE 

Village Board of Trustees 

Mayor Mark Kownick, Trustee Dale Collier, Trustee Ellen McAlpine, Trustee Rick Dudek, Trustee Anthony Stefani, Trustee Jennifer Weinhammer 

Absent: Rick Walrath 

Others Present 

Village Administrator Morimoto, Assistant Village Administrator Sage, Community Development Director Simmons, Public Works Director Noonan, Police Chief Finlon, Deputy Public Works Director Stein, Assistant to the Public Works Director Bassuener, Finance Director Brainerd, Village Attorney Uhler 

1. Call to Order 

Mayor Kownick called the meeting to order at 6:18 p.m. 

II. Roll Call 

The roll was called. Trustee Walrath was absent. 

III. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance. 

IV. Public Comments 

There being no comments, Mayor Kownick closed Public Comments at 6:19 p.m. 

V. Discussion Items 

A. Discussion Regarding the Annual Real Estate Tax Levy for Tax Year 2023 

Finance Director Brainerd provided an overview of the annual real estate tax levy for 2023. 

Trustee Dudek noted if the Committee chooses to go forward with Option 4, CPI (Consumer Price Index) and New Growth, the amount of funds generated will cover the Police Pension contribution and police body worn and in-car camera system, which are unfunded state mandates. 

Trustee Weinhammer supports Option 2, New Growth only. 

A majority of the Committee of the Whole supported accepting Option 4, New Growth and CPI. 

Based on consensus, approval of the proposed tax levy will be considered at the December 5, 2023, Village Board meeting. 

B. Discussion Regarding Home Rule and Potential Revenue Sources 

Assistant Village Administrator Sage provided an overview of home rule status and potential revenue sources. 

Trustee Dudek stated that should the Committee decide to move forward with putting home rule on a referendum, it would be very important to provide residents with information regarding the benefits to the Village. 

Trustee Stefani would like to see more information regarding both advantages and disadvantages of home rule status for municipalities. Trustee Stefani would like to see examples of benefits that surrounding communities have realized by having home rule status. 

Assistant Village Administrator Sage provided an overview of the potential impact to the Village's road network based on utilization of bond proceeds. Assistant Village Administrator Sage stated that even with additional bond proceeds, the estimated PCI (Pavement Condition Index) over the next 5 years is projected to fall short of the target score of 70 unless the Village can secure additional funding.

Motion: 

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 7:00 p.m. 

Motion moved by Trustee McAlpine and motion seconded by Trustee Collier. Motion Passed. 

AYES: Collier, McAlpine, Dudek, Stefani, Weinhammer 

NAYS: None. 

ABSTAIN: None.
