Village of Huntley Police Pension Board met Oct. 27.

Here are the minutes provided by the board:

On a motion by President Hewitt, the meeting of the Huntley Police Pension Board was called to order at 4:10 P.M. The meeting was held via a telephone/Zoom conference per Executive Order No. 2020-07 - Covid-19 Executive Order No. 5. The meeting was simultaneously held in person at the Huntley Village Hall.

Treasurer Haley - Present 

Vice President Heagney - Present

Those in attendance at Huntley Village Hall were:

Joe Lanute - Secretary

Tim Heagney - Vice President

Cathy Haley - Treasurer

Audience present via Zoom: President Hewitt, Trustee Mraz

Joe Weishampel from Asher, Gittler & D'Alba, Ltd. Law Firm. John Mitchell from Mitchell, Vaught & Taylor, Inc. Trinette Gardner from Lauterbach & Amen, LLP.

All present gave consent to be recorded.

President Hewitt reported there were no public comments.

READING OF MINUTES FROM LAST MEETING AND APPROVAL: 

The minutes for Meeting 78 - July 28, 2022 were presented for review and acceptance. A correction to the Minutes was made. On a motion by VP Heagney, seconded by President Hewitt and carried, the minutes were approved as modified and amended.

TREASURER/ACCOUNTANT'S REPORT: 

Trinette Gardner, from Lauterbach & Amen, LLP presented the September review from Lauterbach & Amen, LLP. The report is a complete review of the end of the third quarter 2022. The detailed report is available upon request and will be a permanent part of these minutes.

Treasurer Haley reviewed the 2023 budget for the Huntley Police Pension.

On a motion by VP Heagney, seconded by President Hewitt and carried, the 2023 budget for Huntley Police Pension was approved as it was presented.

On a motion by VP Heagney, seconded by Trustee Mraz and carried, the Board would like to take any funds in excess of $350,000.00 from the BMO account to be moved into the consolidated fund.

BILLS FOR PAYMENT:

On a motion by VP Heagney, seconded by Treasurer Haley and carried, the Board approved the bills presented for payment as outlined in the posted agenda.

INVESTMENT MANAGER REPORTS:

John Mitchell from Mitchell, Vaught & Taylor, Inc. presented the Investment Manager Report. The Executive Summary is attached as a part of these minutes.

On a motion by Secretary Lanute, seconded by Treasurer Haley and carried, the Investment Manager Report was approved and was accepted as presented to the Board.

ATTORNEY'S REPORT: 

Joe Weishampel from Asher, Gittler & D'Alba, Ltd. Law Firm spoke to the Board about a pension decision recently decided in Illinois as it pertains to Officers who commit felonies on duty.

PRESIDENT'S REPORT: 

President Hewitt conducted a review of the status of Trustee's training requirements. Treasurer Haley is done. President Hewitt attended the conference. Trustee Mraz is done. Secretary Lanute and Vice President Heagney are in progress.

The Board spoke about the by-laws of the Huntley Police Pension Fund as it pertains to the elected roles of members. The Board discussed reviewing the by-laws in light of the consolidation.

On a motion by VP Heagney, seconded by President Hewitt and carried, the Board will amend the by- laws to remove the named position of 'Vice President' and indicate that the 'Secretary' will act as 'President' in the absence of the nominated President until such time that the entire by-laws can be revised and published.

The Board then conducted elections for President and Secretary. On a motion by President Hewitt, seconded by Trustee Mraz and carried, the Board approved Timothy Heagney to take the role of President and Joseph Lanute to retain the role of Secretary.

On a motion by VP Heagney, seconded by President Hewitt and carried, the Board nominated Cathy Haley to remain in the role of Treasurer of the fund.

OLD BUSINESS: None.

REQUEST FOR BENEFITS: 

On a motion by VP Heagney, seconded by Treasurer Haley and carried, the Board approved request for benefits as outlined in the posted agenda.

NEW BUSINESS/CORRESPONDENCE: 

The Board spoke about ceased surviving spouse benefits for Jerry Walker. The Board overpaid two days after the passing on September 28, 2022. On a motion by President Hewitt, seconded by Secretary Lanute and carried, the Board will allow the benefits, in the amount of $126.70, to remain with the family due to the low dollar amount being taken into consideration.

On a motion by VP Heagney, seconded by Treasurer Haley and carried, the Board will accept and transmit the municipal compliance report to the Village.

The Board authorized Lauterbach and Amen to prepare the annual Department of Insurance Report.

The Board scheduled the following 2023 meeting dates: 01/26, 04/27, 07/27, 10/26. The meetings will remain both in-person and telephone/Zoom pursuant to Governor Pritzker's Executive Order.

Motion to adjourn was made by President Hewitt, seconded by VP Heagney and carried, the meeting officially closed at 4:57 P.M.
