Village of Cary Board of Trustees met Nov. 7.

I. Call to Order

The meeting was called to order by Mayor Kownick at 6:00 p.m.

II. Roll Call

The roll was called. Trustee Walrath was absent.

III. Pledge of Allegiance

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum

Dave Miller of Lake Julian Contracting, 65 Route 14, stated he would like the Mayor and Village Board to table Consent Agenda Item M, "Consider for Approval a Resolution Awarding Contracts for the 2023 McMPI Emergency Contractual Assistance Bid to Paramount Utility & Excavating Services, Crystal Lake, IL, and Concept Plumbing, Inc., Palatine IL", for further discussion.

Mayor Kownick stated he will address this request when the Consent Agenda is considered.

John Startzel, 114 Ann Street, believes his neighbor is operating a landscaping business out of their residence, which causes early morning disturbances with vehicles. coming and going. Mr. Startzel also stated he feels the lack of a streetlight near his residence could have an impact on neighborhood safety.

Mayor Kownick asked Mr. Startzel for his contact information so staff can follow up with him regarding his concerns.

There being no further items to discuss, Mayor Kownick closed Open Forum at 6:04 p.m.

Motion:

I will entertain a motion to approve Consent Agenda Items A-L and N-R as shown on the Village's website and as displayed on the video monitor during the Village Board meeting.

Motion moved by Trustee McAlpine and motion seconded by Trustee Stefani. Motion Passed.

VII. Items for Separate Action

Consent Agenda Item M - Consider for Approval a Resolution Awarding Contracts for the 2023 McMPI Emergency Contractual Assistance Bid to Paramount Utility & Excavating Services, Crystal Lake, IL, and Concept Plumbing, Inc., Palatine IL

Mr. Miller, owner of Lake Julian Contracting, stated he submitted a bid in response to the joint request for bids. Mr. Miller feels the bid should not be awarded to a firm he believes does not own the necessary equipment to perform the specified work.

Attorney Uhler stated this project involved a sealed bid process, and the Village doesn't have the ability to discuss an adjustment to the process at the request of one of the bidders. Attorney Uhler stated there could be legal ramifications to the Village Board if the established bid process is not followed.

Director Noonan stated because this was a joint bid process, the other communities involved may choose to award a contract to Lake Julian Contracting. Director Noonan stated the request for bids provided a specified time period for questions if a bidder needed clarification on any part of the bid.

Village Administrator Morimoto stated that contractors other than those being awarded contracts could be utilized depending on the type of emergency work needed. Administrator Morimoto stated this bid award is a way for the Village to have pre- defined rates, should the need for emergency work be required.

Motion: 

I will entertain a motion to consider for approval a resolution awarding contracts for the 2023 McMPI Emergency Contractual Assistance Bid to Paramount Utility & Excavating Services, Crystal Lake, IL, and Concept Plumbing, Inc., Palatine, IL. 

Motion moved by Trustee McAlpine and motion seconded by Trustee Dudek. Motion Passed.

AYES: Collier, Dudek, McAlpine, Stefani, Weinhammer

NAYS: None.

ABSTAIN: None.

VIII. Administrator's Report

None.

IX. Department Head Reports

Chief Finlon stated there will be a ribbon cutting for the opening of the new McHenry County Regional Training Center at 655 Village Hall Drive on November 8.

Director Noonan stated masonry is nearly complete on the pavilion at Cary Lake at Rotary Park. Director Noonan stated installation of the bike racks in downtown Cary is complete, and work continues on the monument sign and benches. Director Noonan also stated he was notified that ComEd is working on expediting a date for the power connection to the poles for both street lights and traffic signals.

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:17 p.m. 

Motion moved by Trustee McAlpine and motion seconded by Trustee Collier. Motion Passed.
