Village of Fox River Grove President and Board of Trustees met Nov. 7.

CALL TO ORDER AND ROLL CALL
Village President McLaughlin called the meeting to order at 6:30 p.m. in the Municipal Center. Present at roll call were Trustees Knar, Hester, Migdal, and Wall. Trustees Curtiss was absent. Trustee Schladt joined the meeting at 6:37 p.m. Also, present were Administrator Soderholm, Assistant Administrator Bechler, Chief Waitrovich, and Village Clerk Caesar.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited.
PUBLIC COMMENT
None.
VILLAGE PRESIDENT AND TRUSTEE REPORTS
Village President McLaughlin announced the Meet Mayor Marc is scheduled for next Tuesday, November 14, 2023 from 6:30-8:00 p.m. at the Village Hall.
1. APPROVAL: CONSENT AGENDA - APPROVAL VIA ONE VOTE FOR ALL

G. Ordinance 2023-21, Proposing Establishment of Redwood SSA, Public Hearing Date
Trustee Knar made a motion to approve consent agenda items A - G. Trustee Hester seconded. Roll Call: Trustee Hester, Knar, Migdal, and Wall-all "yes." MOTION PASSED.
2. PROCLAMATION
Village President McLaughlin welcomed the Fox River Grove Middle School Girls' Cross-Country Team, coaches and parents that were present. President McLaughlin read allowed the Proclamation honoring the Fox River Grove Middle School Girls' Cross-Country team for their 2nd place State Championship and presented the players with a copy of the resolution along with a photo opportunity with the Village Board members. Trustee Knar spoke to the team stating that it is very rewarding that such a small school district can achieve such excellence. Coach Green stated that the team practiced daily from June, through their Summer and during the season. He was proud to announce they were Conference champs, won Sectionals and ended the season with the 2nd place State Championship. All the Trustees congratulated the team on their accomplishments.
3. APPROVAL: PROPERTY TAX LEVY DETERMINATION
Administrator Soderholm presented to the Board the 2023 Tax Levy proposal. Administrator Soderholm stated the Village is allowed to increase the tax levy up to an amount equal to the consumer price index (CPI) for the previous year (CPI for the 2023 levy is 6.5%). The proposed corporate and special purpose property taxes to be levied by the Village of Fox River Grove for 2023 are $1,129.807 which represents a 5.97% increase over the previous year. As presented, a home worth $250,000 would see an increase of $24.85 in property taxes. Trustee Knar made a motion to make a property tax levy determination for $1,129,807. Trustee Wall seconded. A discussion was held. Trustee Knar stated he was in support of the full amount with no offsets due to current Village liabilities. Trustees Hester, Migdal, and Wall were also in support of the tax levy proposal, without offsets at this time. Trustee Schladt was in support of the levy, however would like to explore possible offsets. Roll Call: Trustee Hester, Knar, Migdal, Schladt, and Wall -all "yes." MOTION PASSED.
4. OTHER BUSINESS
Trustee Knar asked to discuss a request for proposal (RFP) for the demolition of the buildings on block B. A discussion was held. President McLaughlin spoke in favor of spending the money to take the buildings down, siting the ongoing deterioration and vandalism at the location. The general consensus of the Board was for staff to prepare a bid package to prepare to remove all of the buildings.
ADJOURNMENT
Trustee Knar made a motion to adjourn the Village Board meeting at 7:18 p.m. Seconded by Trustee Migdal. A voice vote was taken. Trustees Knar, Hester, Migdal, Schladt and Wall - all "yes". MOTION PASSED.
