Village of Johnsburg President and Board of Trustees met Nov. 7.

President Hettermann called the meeting to order at 7:01 p.m. in the Village Hall.

AUDIENCE PARTICIPATION - Terri Stade of 1919 Channel Beach Avenue attended to question if information on the agenda can be available on the website in advance of the meeting. President Hettermann stated he would look into it. Ms. Stade was informed that she can also obtain the information by emailing or calling the Village Hall.

Tom Curry of 2017 Camden Court addressed the board regarding an employee’s Facebook post.

County Board Member Carl Kaminski attended to inform the board that a ribbon cutting ceremony is being held in Cary at the new training facility. The facility will be available to train officers from McHenry County communities. A local firing range is also expected to be opened in the near future.

OMNIBUS AGENDA – Trustee Foreman moved to approve the Omnibus Agenda. Trustee Fouke seconded the motion. All Trustees voted aye on the roll. Motion carried.

•  Move to approve the minutes of October 26, 2023 Special Meeting of the President and Board of Trustees.

•  Move to approve Pay Request #2 to Lenny Hoffmann Excavating Inc. in the amount of $432,043.65 related to the Sunnyside Beach Road Improvement Project.

•  Move to approve Tax Levy Resolution in the amount of $1,059,726 for the 2023 assessment year.

•  Move to approve Ordinance 23-24-08 Amending Chapters 38 Sewer Department, Appendix 3 and 39 Water Department, Appendix B of the Johnsburg Municipal Code

•  Move to approve Village of Johnsburg Human Resources Policies and Procedures

•  Move to approve Ordinance 23-24-09 Establishing Employees’ Right to Paid Leave

•  Move to approve Ordinance 23-24-10 Amending Chapter 8 Parks and Playgrounds of the Johnsburg Municipal Code

•  Move to approve Ordinance 23-24-11 Authorizing the Sale of Surplus Property

PRESIDENT’S REPORT - President Hettermann discussed the upcoming meeting schedule. He proposed to cancel the November and December Committee of the Whole meetings due to holiday conflicts. He further proposed the Board meet on it’s regular meeting night on November 21st and then again on December 12th at which time the board will address the levies. All Trustees expressed concurrence with the meeting schedule.

YOGESH AND VIJAY PATEL – Yogesh and Vijay Patel attended to discuss a proposal for the property at 4218 Johnsburg Road which has recently been vacated. They explained that they are proposing a wine bar with gaming and discussed food and beverages that will be served. An additional liquor license is needed to accommodate the new business. Trustee Foreman questioned how parking will be provided. Mr. Patel explained that parking will be shared with JB Liquors and they will look into providing more along the fence in the rear of the buidling. President Hettermann pointed out that they also own a lot to the south that could accommodate some additional parking. Trustee Fouke questioned how many patrons are anticipates at a time. Mr. Patel stated he expects around 10 to 12 people at a time. Trustee Hagen questioned if the Village can insure a food component is always associated with the business. Attorney Smoron stated that he can look into the matter.

HOLIDAY MAGIC - Trustee Fouke reported on the upcoming Holiday Magic Event being held on December 9th at 5:30 p.m. He reviewed the new parade route which will start at Johnsburg High School. Trustees Fouke and Foreman expressed appreciate for the assistance being provided by Ms. Kijak with Village events.

ADJOURNMENT – Trustee Fouke moved to adjourn the meeting. Trustee Letzter seconded the motion. All Trustees voted aye. Motion to adjourn was carried at 7:25 p.m.
