Village of Fox River Grove Village Board met Feb. 20.

Staff Monthly Reports

The Board has the opportunity to ask staff questions regarding the monthly staff reports.

1. Approval: Consent Agenda – Approval via One Vote for All

All matters listed under Item 1, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately.

A. Village Board and Executive Session Meeting Minutes – February 6, 2024

The Board will consider the approval of previous meeting minutes.

B. Accounts Payable – February 20, 2024

The Board will consider the approval of the accounts payable reports and payment of the bills.

C. Award of Bid, 2024 Road Resurfacing Program, Builders Paving, LLC

The Board will consider awarding the bid for the 2024 Road Resurfacing Program to Builders Paving, LLC. Builders Paving, LLC was the low bidder on the project, with a total bid of $1,178,000. The roads included in this year’s road program are Bridle Path, Morgan, Saddle, Grace, Grove, South River, and County Line.

D. Award of Bid, Millard Avenue Water Main Improvements, Mauro Sewer Construction

The Board will consider awarding the bid for the Millard Avenue Water Main Improvements to Mauro Sewer Construction. Mauro was the low bidder on the project, with a total bid of $998,981.

E. Award of Bid, 2024 Path Improvements, Evans & Son Blacktop Inc.

The Board will consider awarding the bid for the 2024 Path Improvementsto Evans & Son Blacktop Inc. Evans & Son was the low bidder on the project, with a total bid of $41,777.

F. Construction Engineering Services Agreement, 2024 Road Program

The Board will consider authorizing the Village Administrator to execute an agreement with Baxter & Woodman to provide construction engineering services for the 2024 Road Program.

G. Construction Engineering Services Agreement, Millard Avenue Water Main Improvements

The Board will consider authorizing the Village Administrator to execute an agreement with Baxter & Woodman to provide construction engineering services for the Millard Avenue Water Main Improvements project.

H. Entertainment Contracts, Fox Fest 2024

The Board will consider the approval of contracts with Double D Booking and Capn Funk and the Groove Train for seven bands to perform at Fox Fest 2024.

I. Ordinance 2024-02, Code Update, Fire Sprinklers

The Board will consider the approval of an ordinance that would permit the use of the same fire sprinkler systems in leasing offices that share a building with attached single-family residential units.

J. Resolution 2024-03, MFT Maintenance Resolution – Fiscal Year 2024/25

The Board will consider the approval of the maintenance resolution required by the Illinois Department of Transportation (IDOT) for all fiscal years in which motor fuel tax (MFT) funds are used. These funds are being allocated to the 2024 Road Resurfacing Program.

K. Park Permit Fee Waiver for Fox River Grove Memorial Library Storytime in the Park on June 12, June 19, June 26, July 3, July 10, July 17, and July 24.

The Board will consider waiving park permit fees for the Fox River Grove Memorial Library’s Storytime in the Park.

L. Park Permit Fee Waiver for the Fox River Grove Memorial Library Kite Flying Day June 20, 2024.

The Board will consider waiving the park permit fee for the Fox River Grove Memorial Library’s Kite Flying Day.

M. Park Permit / Sound Permit Fee Waivers for Fox River Grove Memorial Library Summer Reading Program Picnic July 26, 2024

The Board will consider waiving park and amplified sound permit fees for the Fox River Grove

Memorial Library’s Summer Reading Program picnic to be held July 26, 2024.

2. Discussion: Zoning Case 2024-01, 906 Route 22 – Special Use – Adult Day Care

The Board will consider a request for a special use to allow an adult day care to be operated at the Ela Home Care Space on the rear side of Stonehill Center. The Planning & Zoning Commission unanimously recommended approval of the requested special use at its meeting on February 7, 2024.

3. Discussion: Block B Demolition Update

This is a standing item on the agenda for the Village Board to discuss any updates pertaining to the demolition of the buildings on Block B (properties along Northwest Highway from Illinois Street to Lincoln Avenue).
