Approval of an Ordinance adopting the City of Woodstock, McHenry County, Illinois, Annual Budget for Fiscal Year 2024 – 2025. DOC. 1
2. Ordinance – FY24/25 Water/Sewer Rates (247b)
Approval of an Ordinance amending portions of Title 6, Chapter 4 of the City Code of the City of Woodstock, McHenry County, Illinois, pertaining to water and sewer rates, increasing rates by 12.5% for FY24/25. DOC. 2
3. Ordinances – Special Use Permit/Planned Unit Development and Plat Approval – Trio Gas Station/Convenience Store – 870 E. South Street (247c)
Approval of the following Ordinances:
1. An Ordinance approving a Special Use Permit/Planned Unit Development to allow a new car wash, building renovations to the existing former bank building and related site improvements on the property located at the southwest corner of IL Route 47 and East South Street, Woodstock, Illinois.
2. An Ordinance, approving the Graham Enterprise Plat of Resubdivision, located at the southwest corner of IL Route 47 and East South Street, Woodstock, Illinois, subject to final approval by the City Engineer.
4. Ordinance – UDO Variations – 631 South Eastwood Drive (Sherwin Williams) (247d)
Approval of an Ordinance granting variations from the Woodstock Unified Development Ordinance for front and south side yard parking setbacks to allow existing parking improvements at 631 South Eastwood Drive, Woodstock, Illinois; resulting in a front yard parking setback of 14.15 feet from the front property line instead of the required 30 feet and a south side yard parking setback of 0.70 feet from the south side property line instead of the required 10 feet.
5. Ordinance – Zoning Map Amendment – 327 East Jackson Street (247e)
Approval of an Ordinance granting a Zoning Map Amendment to B2C Central Business District for 327 East Jackson Street, Woodstock, Illinois.
6. FY24/25 Salary Structure and Schedule of Authorized Positions (247f)
Approval of the following FY24/25 Budget Items:
a. Exhibit III – City of Woodstock FY24/25 Salary Structure for Non-Represented Employees
b. Exhibit IV – City of Woodstock FY24/25 Schedule of Authorized Positions/FTEs.
7. Employee Benefits for Calendar Year 2024 (247g)
Transmittal of the Summary of the 2024 Employee Benefit-Related Agreements.
8. Hotel/Motel Tax Funding Disbursements (247h)
Approval of the FY24/25 Hotel/Motel Use Tax Tourism Grant Recommendations authorizing disbursement of $110,200 in funds to local non-profit and government organizations.
9. Contract Award – Emricson Park ADA Restrooms (247i)
Approval to authorize the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to purchase a pre-fabricated ADA restroom building from McCann Concrete Products, Inc. of Dorsey, IL for the Emricson Park Intergenerational Inclusive Playground at a total cost of $119,000.
10. Contract Award – WWW Slide Maintenance (247j)
Approval to authorize the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to approve a contract, subject to final review by the City Attorney, with IPS, Inc. of Sandwich, IL to repair and refinish the two (2) water slides at Woodstock Water Works for an amount not to exceed $14,950.
11. Rejection of Bid – Intergenerational Inclusive Playground Construction (247k)
Approval to authorize the City Manager, or his designee, to reject the sole bid from Innovation Landscape, Inc. for the construction of the Intergenerational Inclusive Playground project at Emricson Park due to only receiving one bid, which was incomplete as Addendum #2 was not acknowledged.
V. EXECUTIVE SESSION
Probable Litigation (Open Meetings Act: 5 ILCS 120/2(c)(11)) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.
