6. Individual Action Consent Agenda Items

• City Council Action on any item removed from the consent agenda.

7. Payment of Bills

• Action requested is to approve payment of the bills in the amount of $670,071.01

8. Planning & Zoning Commission Recommendation/Finding of Facts – April 2, 2024

• Review the Planning and Zoning Commission's recommendation to deny the petition submitted by Tomasz Zawierta (Greenway Properties LLC). The petitioner is seeking the consideration for a variation to the required side-yard setback in the R4 Zoning District for properties on 8th Street  and Sage Lane in the Turtle Crossing Subdivision. Will require City Council action to approve or reject the Commission's recommendation.

9. Planning & Zoning Commission Recommendation/Finding of Facts – May 7, 2024

• Review the Planning and Zoning Commission's recommendation to approve the petition submitted by DeLong Car Wash LLC. The petitioner is seeking consideration for a conditional use to operate a car wash at 317 S. Division St. Will require City Council action to approve or reject the Commission's recommendation.

10. Home Occupation Permit Application for Property Located at 1501 10th St.

• The petitioner, Aidee Sanchez, is seeking a Home Occupation Permit to operate a hair styling business from her residence at 1501 10th St. Action requested is to approve or deny the application.

11. Milk Day Certificate Requests – Saturday, June 1, 2024

a) Eric Brehm/Hub Lounge is requesting a Milk Day Certificate pursuant to Section 25.06B.2 for the outside consumption of alcohol and to encroach on the City sidewalk. Will require action from the City Council to approve or deny the request pending payment of fees/security deposit.

b) John Giannasi/Front Street Tap is requesting a Milk Day Certificate pursuant to Section 25.06B.2 for the outside consumption of alcohol and to encroach on the City sidewalk. The fees have been paid. Will require action from the City Council to approve or deny the request.

12. Class A Liquor License

• Sheila Henson, d/b/a Stratford Banquet Facility, 21007 McGuire Rd., has submitted an application for the renewal of a Class A Liquor License. The police check is satisfactory and fees have been paid. Action requested is to approve or deny the application.

13. Utility Supt. Jim Grant’s Retirement

• Action requested is to accept Supt. Grant’s letter of retirement, with sincere regrets, effective November 8th, 2024.

14. Memorandum of Understanding (MOU)

• Action requested is to approve the MOU between the Teamsters and the City of Harvard Concerning the Wastewater Foreman Position.

15. Proposed Ordinance Surplus Property

• Action requested is to approve the proposed ordinance declaring surplus property.

16. Community & Economic Development Committee Recommendation – Building Codes

• Action requested is to approve the Committee’s recommendation to approve an ordinance amending Section 19.01, Building Code Adoption and 19.02, Exceptions

17. Community & Economic Development Committee Recommendation – Broadband Internet

• The Committee’s consensus was to forward the permitting process for Surf Internet to the City Council to approve or deny.

18. Community & Economic Development Committee Recommendation – Economic Development Loan Program (EDLP)

• Action requested is to approve the Committee’s recommendation to move forward with the EDLP and Application Process as presented.

• Action requested is to discuss and approve as presented.
