D. MANAGER’S REPORT NO. 251:

1. Ordinance – Chicago Hubs Realty Redevelopment Agreement (251a) Approval of an Ordinance for a Redevelopment Agreement by and between the City of Woodstock, McHenry County, Illinois, and Chicago Hubs Realty, LLC, which if approved, will repeal and replace the agreement approved in February, 2024, rather than amend it.

2. Resolution – U.S. DOT/FHWA’s Active Transportation Infrastructure Investment Program (ATIIP) Grant Application (251b)

Approval of a Resolution to allocate matching funds, not to exceed $37,500, to develop a citywide active transportation plan, if awarded funding through U.S. DOT/FHWA’s Active Transportation Infrastructure Investment Program.

3. Resolution – Change Order #1 – Opera House Renovation Project (251c)

Approval of a Resolution authorizing Change Order #1 to the contract with Kandu Construction Inc., with an overall increase of $260,000 for third-story footings, to the original contract amount of $3,394,000.

4. Contract Award – E. Judd Street Garbage Enclosure and Repair of Adjacent Retaining Wall and Handrail (251d)

Approval to authorize the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to execute a contract with T. Fisher Construction, LLC., of Ingleside, Illinois for the fabrication and installation of a new garbage enclosure and for repair of the adjacent concrete retaining wall and handrail as part of a downtown beautification project not to exceed $64,820.

5. Contract Award – Pleasant Street – Watermain & Street Replacement Project (251e)

Approval to authorize the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to award a contract for the Pleasant Street – Watermain & Street Replacement Project to the lowest responsible bidder, Berger Contractors of Wauconda, Illinois in accordance with the unit prices, as submitted, for an amount not to exceed $3,433,131.60.

6. Professional Services Agreement – Addendum #2 – Construction Engineering Services for Pleasant Street – Watermain & Street Construction Project (251f)

Approval to authorize the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to approve Addendum #2 with Trotter and Associates, Inc. to provide Construction Engineering Services for the Pleasant Street project at a total cost not to exceed $488,461, subject to final attorney review and approval.

7. Professional Services Agreement –Roundabout Art Sculpture (251g)

Approval to authorize the City Manager, or his designee, to execute a Professional Services Agreement between the City of Woodstock, McHenry County, Illinois, and Bobby Joe Scribner, in relation to a sculpture for the Lake/South/Madison Roundabout.

8. Contract Approval – Woodstock Community Choir (251h)

Approval of an agreement with the Woodstock Community Choir, continuing the support and recognition of the Choir’s contributions to the Woodstock’s arts community, as the City’s official choir, and detailing their specific use of the Woodstock Opera House for a period of two years, August, 2024 – July, 2026, inclusive of an annual grant from  the City in the amount of $4,000 per fiscal year and authorizing the City Manager, or his designee, to execute said agreement, subject to final review and approval by the City Attorney.

9. Expenditure Authorization – Woodstock High School Crosswalk Relocation (251i)

Approval to authorize the City Manager, or his designee, to expend unbudgeted funds in the amount of $14,784.50 to pay for half of the cost associated with the relocation of the existing crosswalk and Rectangular Rapid Flash Beacons at the Woodstock High School.

10. Approval of Video Gaming License – FasTacos – 150 S. Eastwood Drive, Unit A (251j)

Approval of the addition of Video Gaming to FasTacos, Inc., Liquor License Class A-2 (Restaurant).

11. FOP Collective Bargaining Agreement – Unit B – May 1, 2024-April 30, 2028 (251k)

Approval of Proposed Collective Bargaining Agreement between the City of Woodstock and Illinois Fraternal Order of Police, Labor Council Lodge #191, Unit B (Civilian Unit) and authorization to execute said agreement.
