Approval of an Ordinance approving a text amendment to the Woodstock Unified Development Ordinance relating to solar energy farms. DOC. 1

2. Ordinance – Setback Variation – 1111 Galloway Drive (252b)

Approval of an Ordinance granting a variation from the Woodstock Unified Development Ordinance to reduce a platted setback for a proposed second-story deck at 1111 Galloway Drive, Woodstock, Illinois; resulting in a setback of 28.5 feet from the northern property line. DOC. 2

3. Ordinance – Setback Variation – 310 Washington Street (Dairy Queen) (252c)

Approval of an Ordinance granting a variation from the Woodstock Unified Development Ordinance to allow a pavilion with a reduced front yard setback at 310 Washington Street, Woodstock, Illinois; resulting in a front yard setback of 9.5 feet from the front property line instead of the required 30 feet. 4. Ordinance Amendment – Redevelopment Agreement – Graham Property (252d)

Approval of an Ordinance amending the Redevelopment Agreement by and Between the City of Woodstock, McHenry County, Illinois, Graham Enterprise, Inc., Red Crown Investments, LLC – 155, and Red Crown Investments, LLC – 855, subject to final review and approval by the City’s TIF Legal Counsel. 5. Ordinance – Cultural and Social Awareness Commission – Member Reduction (252e)

Approval of an Ordinance amending Section 2.5.2.A, Membership, Terms, Officers, of Chapter 5, Cultural and Social Awareness Commission, of Title 2, Boards and Commissions, of the Woodstock City Code to decrease the size of the Commission from seven (7) members to five (5) members. DOC. 5

6. Ordinance – A-6 Liquor License for Pig Deal LLC, d/b/a Porkie’s Pig Roast (252f)

Approval of an Ordinance amending Section 3.3.6, Classification of Licenses; Number and Fees of the Woodstock City Code, for the creation of a new Class A-6 liquor license and issuance to Pig Deal, LLC. d/b/a/ Porkies Pig Roast, contingent upon the fulfillment of all requirements. DOC. 6

7. Ordinance and Resolutions – Industrial Pretreatment Program (252g)

Approval of an ordinance and two (2) resolutions as required in order to implement the City’s tentatively-approved Industrial Pretreatment Program.

a. Approval of an Ordinance of the City of Woodstock, McHenry County, Illinois, amending Title 6, Chapter 4, Article B of the City’s Code to replace the existing sewer service provisions with a new sewer use & pretreatment program.DOC. 7

b. Approval of a Resolution adopting an Enforcement Response Plan (ERP) as part of the City of Woodstock, McHenry County, Illinois, Industrial Pretreatment Program. DOC. 8

c. Approval of a Resolution approving local limits as part of the City of Woodstock, McHenry County, Illinois, Industrial Pretreatment Program. DOC. 9

8. Resolution – RISE Implementation Grant Match Commitment (252h)

Approval of a Resolution to confirm financial support for a grant application to the Illinois DCEO’s Research in Illinois to Spur Economic Recovery (RISE) implementation program requesting $1,177,600 in funding to implement art-focused economic development initiatives stemming from a study developed by Northern Illinois University’s Center for Governmental Studies. The study was partially funded by a RISE Planning Grant. The RISE Implementation Grant requires a 25% match from the City in the amount of $294,400. DOC. 10

9. Professional Services Agreement – SRO Agreement with D200 (252i)

Approval to execute the Police/High School Liaison Agreement between the Woodstock Community Unit School District 200 and the City of Woodstock for the school year beginning August, 2024 and ending on or about May, 2025. DOC. 11

10. Appointment of Board/Commission Members (252j)

Mayor’s nominations for appointment to Boards and Commissions.

11. Professional Services Agreement –Recreation Center Master Planning Services (252k)

Approval to award, utilizing Home Rule Authority and waiving of the RFP process, a professional services agreement with Nurture from Chicago, Illinois to provide architectural and engineering services for the development of Woodstock Recreation Center Master Planning Services, for an amount not to exceed $123,774.20, and authorize the City Manager, or his designee to execute said agreement, subject to final review by the City Attorney.

12. Professional Services Agreement – Water and Sewer Master Plan Updates and Rate Study (252l)

Approval to authorize the City Manager, or his designee, to execute a professional services agreement for consulting services to update the City’s Water and Sewer Master Plans and conduct a comprehensive Rate Study to Fehr Graham Engineering & Environmental of Rockford, Illinois for an amount not to exceed $80,000.

13. Redevelopment Agreement – Chicago Hubs Realty, LLC. – Postponement (252m)

Approval to postpone the Repeal and Replacement of the Redevelopment Agreement by and between the City of Woodstock, McHenry County, Illinois, and Chicago Hubs Realty, LLC. to the August 6, 2024 meeting of the Woodstock City Council.

14. Allocation Approval – Facade Improvement Program – 220 N. Seminary Ave. (252n)

Approval to authorize the City Manager, or his designee, to allocate $5,000 in Facade Improvement Program (FIP) eligible improvement costs from TIF #2 for improvements at 220 North Seminary Avenue.

15. Cultural and Social Awareness Commission – Roadmap for the Future (252o)

Acceptance of the transmittal of the “Fall 2022 Survey Summary and Roadmap for the Future” intended to serve as an action plan for the Cultural and Social Awareness Commission in relation to Diversity, Equity, and Inclusion (DEI) initiatives and events for the Woodstock community.

16. Contract Award – NFC Fitness Court Installation (252p)

Approval to authorize the City Manager, or his designee, to award and execute a contract for the installation of an NFC Fitness Court at the Intergenerational Inclusive Playground in Emricson Park to the lowest responsible bidder, Dynamic Resources Inc., for a total price of $27,000, subject to final review by the City Attorney.
