Public Comment

The Board will accept public comment on items included on the meeting agenda or of a general nature.

Public comment is limited to three (3) minutes per speaker.

Village President and Trustee Reports (Parks; Planning & Zoning; Special Events) Board members have the opportunity to report on any topic during the public meeting.

1. Approval: Consent Agenda – Approval via One Vote for All

All matters listed under Item 1, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately.

A. Village Board Meeting Minutes – March 12, 2025 & March 18, 2025

The Board will consider the approval of previous meeting minutes.

B. Accounts Payable – April 3, 2025

The Board will consider the approval of the accounts payable reports and payment of the bills.

C. Treasurer’s Report – February 2025

The Board will consider the approval of the monthly treasurer’s report.

D. Ordinance 2025-05, Plumbing Code Amendments

The Board will consider the approval of an ordinance that would amend the Village Code pertaining to permitted materials for water pipes.

E. Ordinance 2025-06, Commission Structure Changes

The Board will consider the approval of an ordinance that would combine the Parks Commission and the Special Events Committee into a single body for the purpose of community event planning and parks fundraising efforts.

F. Ordinance 2025-07, Surplus Property

The Board will consider the approval of an ordinance to dispose of Public Works vehicles that are no longer used.

G. Award of Bid, 2025 Sidewalk Program, D’Land Construction

The Board will consider awarding the bid for the 2025 Sidewalk Program to D’Land Construction of Algonquin. D’Land was the low bidder at $479,960.55 to complete the project.

H. Construction Engineering Services Agreement, 2025 Sidewalk Program

The Board will consider authorizing the Village Administrator to execute an agreement with Baxter & Woodman to provide construction engineering services for the 2025 Sidewalk Program.

I. Temporary Liquor License Fee Waivers for Fox River Grove Lions Club Events: Fireworks – July 12, 2025, Arts & Crafts Fair – July 19, 2025, and Library Summer Reading Program Picnic – July 26, 2025

The Board will consider waiving temporary liquor license fees for the Fox River Grove Lions Club to serve alcohol at the Fox River Grove Fireworks – July 12, 2025, Arts & Crafts Fair – July 19, 2025, and Library Summer Reading Program Picnic – July 26, 2025

2. Public Hearing: Fiscal Year 2025/26 Budget

Per the Village Code, a public hearing for the budget is required before its final approval.

3. Discussion: Draft Ordinance, Plan Review and Permit Fees

The Board will discuss an ordinance that would update the Village’s fees for plan review and building permits.
