Public Comment

The Board will accept public comment on items included on the meeting agenda or of a general nature. Public comment is limited to three (3) minutes per speaker.

Village President and Trustee Reports (Planning & Zoning; Special Events)

Board members have the opportunity to report on any topic during the public meeting.

Staff Monthly Reports

The Board has the opportunity to ask staff questions regarding the monthly staff reports.

1. Approval: Consent Agenda – Approval via One Vote for All

All matters listed under Item 1, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately.

A. Village Board Meeting Minutes – April 3, 2025

The Board will consider the approval of previous meeting minutes.

B. Accounts Payable – April 22, 2025

The Board will consider the approval of the accounts payable reports and payment of the bills.

C. Appointments – Staff, Police Pension, Special Events, Planning & Zoning

The Board will consider the Village President’s annual appointments and reappointments for the various positions held by staff, consultants, and residents of Fox River Grove.

D. Ordinance 2025-08, Plan Review and Permit Fees

The Board will consider the approval of an ordinance that would update the Village’s fees for plan review and building permits.

E. Ordinance 2025-09, Adopting FY 2025/26 Budget

The Board will consider passing an ordinance adopting the proposed Fiscal Year 2025/26 Budget.

The attached budget incorporates all the decisions made by the Village Board at the March 12, 2025 budget meeting. Budget facts include the following:

• Overall operating revenue of $5,307,033 and overall operating expense of $4,793,570

• Overall capital revenue of $2,082,846 and overall capital expense of $2,112,400

F. Ordinance 2025-10, Water and Sewer Rate Adjustment

The Board will consider the adoption of an ordinance that would retain base charges at their current levels and increase usage rates for all water and sewer customers by 3%.

G. Ordinance 2025-11, Rescinding Ordinances 2018-10 and 2019-19

The Board will consider the adoption of an ordinance that would rescind Ordinances 2018-10 and 2019-19, which previously granted a special use and associated variations for home tours and events at 416-418 Concord Avenue.

H. Waive Bid Process and Authorize a Contract, Hunters Farm Park & North River Park #2 Playgrounds

The Board will consider waiving the competitive bid process and awarding a contract to Playground Boss to replace the playgrounds at Hunters Farm Park and North River Park #2.

I. Waive Raffle Fee & Fidelity Bond Requirement for the Lake County Haven to be held May 17, 2025.

The Board will consider waiving the raffle fee and fidelity bond requirement for the raffle on behalf of Lake County Haven to be held at Avante Banquets on May 17, 2025.

2. Discussion: Zoning Case 2025-03, Variations – Lot Width, Front Yard Depth, Side Yard Setbacks, Porch in Interior Side Yard – 206 North River Road

The Board will consider a request for variances to allow a total lot width of less than 65 feet, a front yard of less than 30 feet, side yards of less than eight (8’) feet, and a covered porch in an interior side yard at 206 North River Road. At its meeting on April 3rd, 2025, the Planning & Zoning Commission unanimously recommended approval of the requested variations for lot width, front yard depth, and porch in an interior side yard as requested. The Planning & Zoning Commission voted 4-2 in favor of denying the request for side yard setback variances.
