City of Harvard City Council met June 24

Here is the agenda provided by the council:

1. Call meeting to order

2. Roll Call

Verify Quorum is present. Five (5) members must be physically present to achieve quorum.

3. Authorization for City Council Member to Attend Meeting Electronically Pursuant to Section 2.05.H – Electronic Attendance at Meetings Rule

4. Public Comment

The public is invited to make an issue-oriented comment on any matter of public concern not otherwise on the agenda. Individuals wishing to address the City Council are invited to come forward to the podium and be recognized by the Mayor; provide their name and address for purposes of the record, if willing to do so. Public comment is restricted to no longer than 3 minutes in duration. Interrogation of the City staff, Mayor or City Council will not be allowed at this time, nor will any comment from the Council. Personal invectives against City staff or elected officials are not permitted.

5. Consent Agenda

Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member or member of the public requests that an item be removed from the consent agenda for separate action.

6. Individual Action Consent Agenda Items

• City Council Action on any item removed from the consent agenda.

7. Payment of Bills

• “Motion to approve payment of the bills in the amount of $958,506.67.”

8. Planning & Zoning Commission’s recommendation

• Recommendation: “ The Planning & Zoning Commission recommends that the City Council approve the requested conditional use permit for Ducky Car & Bike Wash, Inc. under Section 14.3 of the Harvard Unified Development Ordinance. The permit would allow the expansion of the existing car wash through the addition of an extra wash bay and would bring the use into conformance with the current zoning regulations.” 

9. Planning & Zoning Commission’s Recommendation

• Recommendation: “The Planning and Zoning Commission recommends that the City Council approve the zoning map amendment to rezone the subject property 06-02-276-041 from B-P Business Park District to B-2 General Business District.

10. Community & Economic Development Committee Recommendation

• Recommendation: “ Motion to petition the Planning and Zoning Commission to review and evaluate regulatory options for intermodal containers, including standardized zoning regulations versus conditional use permits.”

11. Planning & Zoning Commission’s Recommendation – Telecommunication Antennas/Towers

• Recommendation: “Motion to approve the wireless telecommunications regulations as amended by the Planning and Zoning Commission. These standards will be added as Section 9.7 in the Unified Development Ordinance, pending review by the City Attorney.”

12. Infrastructure Committee Recommendation

• Recommendation: “Motion to approve Dahme Mechanical Bid for the Northeast Aerator Motor and gearbox replacement for the amount of $19,776.”

13. Infrastructure Committee Recommendation

• Recommendation: “Motion to approve a contract with Dahme Mechanical in the amount of $23,150 for boiler repairs, with funding to be reallocated from previously approved capital improvement funds originally designated for tuckpointing.”

14. Infrastructure Committee Recommendation

• Recommendation: “Motion to approve the contract with Advanced Automation for replacement of the electrical panel and switch gear at the Marengo Road Lift Station for the amount of $54,875.75.”

15. Staff Recommendation – Lions Park Path Bid

• Recommendation: “Motion to approve the contract with Everlast Blacktop Inc. in the amount of $138,724.50 and authorize staff to execute the contract.’

16. Season Pass Holder Compensation for Pool Closure

• Review and discuss a proposed pro-rated discount toward 2026 season passes for current 2025 pool pass holders affected by the delayed opening of the Harvard Aquatic Center.

17. Staff Recommendation – Amendment to Water Meter Replacement Policy Ordinance

• Recommendation: Motion to approve the ordinance amendment regarding the Water Meter Replacement Policy.”

18. Staff Recommendation – City Hall Window Replacement Bid

• Recommendation: “Motion to approve the bid from Door Systems in the amount of $63,000 for the replacement of City Hall windows for the front entrance windows and authorize staff to execute the contract.”

19. Staff Recommendation – Surplus Property

• Recommendation: “Motion to adopt the proposed ordinance Declaring Surplus Property.”
