D. MANAGER’S REPORT NO. 279:
1. Ordinance – City Code Amendment – Building Code: Permit Expiration (279a)
Approval of an Ordinance amending the Woodstock City Code, Title 7, Building Regulations; Chapter 1, Building Code; Section 7.1.13: Permit Expiration.
2. Ordinance – Redevelopment Agreement – AFA Manufacturing North America (279b)
Approval of an Ordinance to execute a Redevelopment Agreement by and between the City of Woodstock, McHenry County, Illinois, and AFA Manufacturing North America, and authorizing the City Manager, or his designee, to execute, deliver, and undertake any and all actions required to implement its terms.
3. Ordinance – FY24/25 Budget Amendments (279c)
Approval of an Ordinance amending the City’s FY24/25 Budget to complete year-end adjustments for departments and funds that have exceeded their total budget, along with additional transfers above budget that have become necessary.
4. Inducement Resolution – 315 E. South Street (279d)
Approval of a Resolution authorizing the City Manager, or his designee, to induce the redevelopment of certain property within the Woodstock TIF #2 Downtown & Route 47 (315 E. South Street).
5. Resolution – Contract Award – FY25/26 Holiday Lights (279e)
Approval of a Resolution authorizing the City Manager, or his designee, to execute a contract with Balanced Environments, LLC of Old Mill Creek, IL to install, maintain, and remove the FY25/26 Holiday Lights in the Downtown area for an amount not to exceed $68,000.
6. Resolution – Riverwoods – Phase 1 Public Sanitary Sewer Main (279f)
Approval of a Resolution for acceptance of the Phase 1 Public Sanitary Sewer main installed as part of the Riverwoods Subdivision, Woodstock, Illinois, subject to the Maintenance Guarantee period.
7. Resolution – Riverwoods – Phase 1 Public Watermain Improvements (279g)
Approval of a Resolution for acceptance of the Phase 1 Public Watermain improvements installed as part of the Riverwoods Subdivision, Woodstock, Illinois, subject to the Maintenance Guarantee period.
8. Resolution – Riverwoods – Memorial Drive Public Watermain Improvements (279h)
Approval of a Resolution accepting the Memorial Drive Public Watermain improvements constructed as part of the Riverwoods Subdivision Development Project, subject to the Maintenance Guarantee period.
9. Resolution – Riverwoods – Approval of a Temporary Pump and Haul Agreement(279i)
Approval of a Resolution to execute a Temporary Pump and Haul Agreement for the Riverwoods Subdivision until such time that the sanitary sewer system and upsizing of the existing lift station have been completed and the entire sanitary sewer system is fully operational.
10. Resolution – Contract Award – Sidewalk Replacement Program (279j)
Approval of a Resolution authorizing the City Manager, or his designee, to execute a contract, subject to final review and approval by the City Attorney, and award a contract to the lowest responsible bidder, Everlast Blacktop, for sidewalk replacement services in accordance with the unit prices, as submitted, for an amount not to exceed $40,000.
11. Resolution – Safe Routes to School (SRTS) Grant 2025 (279k)
Approval of a Resolution for Financial and Administrative Support for the Illinois Safe Routes to School (SRTS) Grant. The grant application will request up to $250,000 for sidewalk improvements along Seminary Avenue (IL 47) to improve safety and accessibility for students attending Mary Endres Elementary and Northwood Middle Schools. If awarded, the City Council also commits to incorporating the required funding for design engineering within the City’s General Corporate – CIP Fund’s budget, estimated at $90,000, and would likely be incorporated during the development of the FY26/27 Budget.
