Fox River Grove committee reviews permit system

The village of Fox River Grove Committee of the Whole met Oct. 6 to review a permit system.

Here are the meeting's minutes, as provided by the committee:

All members of the Fox River Grove Village Board are members of the committee of the whole, which reviews and approves items to be placed for vote on the village board agenda. The committee of the whole meets at 6:30 p.m. on the first and third Thursday of the month at Village Hall, 305 Illinois St.

MINUTES OF THE COMMITTEE OF THE WHOLE MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OCTOBER 6, 2016

CALL TO ORDER AND ROLL CALL Trustee Wall called the meeting to order at 6:47 p.m. in the Municipal Center. Present at roll call were President Nunamaker, Trustees Anderson, Blohm, Curtiss, Knar, Migdal and Wall. Also present were Administrator Soderholm, Management Assistant Bechler, Chief Lukasik and Deputy Village Clerk Majkrzak.

PUBLIC COMMENT None.

PRESIDENT AND TRUSTEE REPORTS President Nunamaker reported the Parks Commission met on Wednesday and they will be coming to the next Board meeting to ask for advance funds to purchase materials to install 2 ice rinks at the Kids Care Court.

1. APPROVAL: SEPTEMBER 15, 2016 COMMITTEE OF THE WHOLE SESSION MINUTES Trustee Blohm made a motion to approve the minutes of the September 15, 2016 Committee of the Whole meeting. Trustee Curtiss seconded. Roll Call: Trustees Anderson, Blohm, Curtiss, Knar, Migdal and Wall – all “yes”. MOTION PASSED.

2. DISCUSSION: OXCART PERMIT SYSTEMS The Committee reviewed the potential benefits of the Oxcart online permitting system for the issuance of overweight permits in the Village. The system streamlines the permit process for users because it will provide overweight permits to users for multiple road jurisdictions. Administrator Soderholm explained that there was no additional cost to the Village to utilize the system, but users would have to pay an added convenience fee. The Committee directed staff to move forward with the implementation of the project.

3. OTHER BUSINESS Trustee Blohm asked about the sign at the pawn shop. Staff spoke to Mr. Kondraros today and told him that the sign must be removed today. Trustee Blohm also asked about the planning status of the park area by the new Public Works facility. She wondered if this could be done as an Eagle Scout project. Discussion will be held with Operations Manager John Reese.

Trustee Knar asked about the progress on the Avante Banquet Hall. Staff advised that the building permit has been issued and they continue to make progress with construction on the site.

Administrator Soderholm explained that there was an approximate $9,500 change order to cover unexpected work related to an offsite catch basin and the pipe that leads to the creek. He also explained that the previously anticipated change order of $13,000 for removal of a sanitary sewer service will no longer be required. services and will cap the services next to the street. Trustee Blohm asked if the Village could reinforce the lines at the same time to save costs in the future. Staff said they would research it.

4. EXECUTIVE SESSION None.

ADJOURMENT Trustee Knar made a motion to adjourn the Committee of the Whole at 7:09 p.m. Trustee Blohm seconded. Roll Call: Trustees Anderson, Blohm, Curtiss, Knar, Migdal and Wall – all “yes”. MOTION PASSED.
